administration (GSA) is hereby formally inviting all interested parties
to attend an industry briefing on July 10, 1996, in thewashington, DC
metropolitan area; the time and exact location to be announced when the
number of attendees are known. The purpose of the meeting is to brief
industry on GSA'S contemplated direction of the future reprocurement
effort for two or three of the Government'S major card programs: The
travel and transportation payment and expense control system, the
governmentwide Commercial credit card program, and the U.S. National
credit card program (fuel/fleet). The travel and transportation payment
and expense control system contract provides a process and payment
mechanism for official travel expenses. In fiscal year 1995, dollar
volumes topped $3.1 billion and reported 110 useragencies. There are
currently over 1.3 million travel card holders. The governmentwide
Commercial credit card contract provides a process and payment
mechanism for official purchases. In fiscal year 1995, dollar volumes
topped 1.5 billion and 4.2 million transactions went through the
system. Currently there are over 180,000 purchase cardholders. The U.S.
National credit card contract provides a process and payment mechanism
for the official purchase of fuel (motor vehicles, boats, small
aircraft, and other equipment that uses motorfuel), oil and lubricating
services, oil and air filter services, washing and cleaning services,
mounting and dismounting chains, anti-freeze and minor emergency
repairs and services for the Federal Government. The fiscal year 1995
dollar volumes were estimated at $190 million, and an estimated 13
million transactions went through the system. There are currently
360,000 fuel cards. The travel and transportation payment and expense
control system and the governmentwide Commercial credit card contracts
expire in 1998. The U.S. National credit card contract expires in
1996. Utilizing the new Federal acquisition streamlining act authority
to make significant and innovative improvements in acquisition
processes, the GSA contemplates employing a new procurement methodology
to acquire the required services. The methodology under consideration
is to award governmentwide Master contracts to multiple vendors
offering basic and optional services for three business lines: Travel,
purchase and fuel. Qualified vendors will be allowed to bid and
receive award(S) on one or more business line(S) and can provide
service via a single card, multiplecard, stored value card, single or
multiple application Smart card, or any combination thereof. The
methodology is anticipated to provide Government agencies with the
ability to Tailor its program(S) to its needs, allow the introduction
of new services/technological advances, and promote competition. Basic
and optional services will be defined in a draft statement of work
that is scheduled to issue for industry comment in October-November
1996. Industry participation and partnership is essential to facilitate
any reinvention effort and GSA sincerely welcomes the opportunity for
discussion in these importantmatters. There is NO Solicitation ready
for comment or issuance-thisprocurement methodology is currently in the
