a Market Survey of Industry to determine potential contractors, in
addition to Hughes Missile Systems Company (HMSC), who have the
knowledge, skills, facilities and equipment required to successfully
complete this effort. This acquisition is for production of the
Maverick AGM/TGM-65H. The AGM/TGM-65H is an electro-optical (TV)
guided, rocket propelled, air-to-ground missile developed for use
against small hard targets such as tanks, armored vehicles and
Surface-to Air (SAM) sites. The AGM/TGM-65H is an upgrade to and will
replace the AGM-65A/B(TV) guided missile, currently aging in the Air
Force inventory. The level of effort for this acquisition is best
described as a systems level contract, with the provider of this effort
providing production and complete systems integration responsibilities
for the AGM/TGM-65H to the government. Therefore, the government is
the process of preparing a Justification and Authority (J&A) to proceed
with a sole source acquisition to Hughes Missile Systems Company,
Tucson, AZ. The AGM/TGM-65H acquisition includes: (1) Providing systems
engineering, integration, configuration management and developing
logistics support. The Air Force expects to make enhancements to the
missile over the life of the effort. (2) Upgrade current depot test
equipment to support the AGM/TGM-65H yet still support the rest of the
Maverick missile family. (3) Production of AGM/TGM-65H missiles. This
effort consists of modifying the current AGM/TGM-65A/B inventory to
the new system configuration, AGM/TGM- 65H. The AGM/TGM-65A/B missiles
will be provided as-is by the government to the contractor. The Air
Force has not made a final determination as to the total numbers that
will be produced and reserves the right to change production quantity
based on the program requirements. The government estimates the number
of missiles to be modified to be between 1000 and 5000 and anticipates
including option/quantity ranges in this requirement. Additionally, the
successful system contractor must have the following in- plant
capabilities in order to perform the proposed effort: (a) Explosive
handling and storage facilities, (b) Circuit card assembly fabrication
and functional test capability, (c) Guidance and control section (GCS)
functional test capability, (d) Sensor assembly test, (e) Seeker head
static balance, (f) Weight and center of gravity of measurement, (g)
GCS purge, fill and leak test, (h) All-Up-Round test, (i) Capable of
performing hardware-in-the-loop simulation on the missile system. Since
the government does not possesses the capability nor adequate
documentation necessary for sound system integration of the AGM/TGM-65H
to compete this complete effort, HMSC is currently the only qualified
source that possesses the ability and experience required to complete
the AGM/TGM-65H development/production. For this proposed contract
action: system integration, depot test equipment modification, and
AGM/TGM-65H production efforts, the government intends to solicit and
negotiate with only one, or a limited number of sources under the
authority of FAR 6.302-1. Potential offerors may identify their
interest and capability to respond to the requirement. Potential
offerors should submit their interest within 10 days after publication
of this notice to OO-ALC/LIKM, Bldg 1215, 6050 Gum Lane, Hill AFB, UT
84056-5825, Attn: Linda Andrews. Information received will normally be
considered solely for the purpose of determining whether to conduct a
competitive procurement. It is suggested that small business firms or
others interested in subcontracting opportunities in connection with
