Indefinite-Delivery/Indefinite-Quantity, Firm Fixed Price (FFP)/Time
and Materials (T&M) Contract for Ordnance Explosives Investigations and
Studies at Various Pacific Locations and Areas Within the
Responsibility of the Pacific Ocean Division. The requirement was
originally publicized in the CBD dated July 19, 1994 under Solicitation
No. DACA83-94-R-0033 and is hereby replaced by Solicitation No.
DACA83-96-R-0043. Two contracts will be awarded for a base period of
one year from the date of award and for three pre-priced one-year
option periods. The Government will issue delivery orders to each
contractor based on the contractor's current workload and the dollar
amount of the delivery order. The services may include but not be
limited to furnishing labor, transportation, equipment, supplies and
supervision for archival research, site assessment, site
characterization, removal of OE, OE identification including chemical,
radiological, and biological agents,risk assessment codes criteria
ranking scores, underwater surveys, emergency response, biotreatment of
OE, site remediation, innovative technology methods, OE cleanup and
disposal of OE. Specific requirements will be defined in each
individual delivery order. Each contract awarded will be implemented
through issuance of individual delivery orders on as-needed basis, with
a maximum cumulative contract total for each contract period (base and
three options), in the amount of $3.0 million. The Government
obligates itself to a minimum contract amount of $60,000 for the base
period and $30,000 for each option period. The proposed procurement is
100 percent set-aside for small business (SB) concerns. The applicable
SIC for this solicitation is 8999 and the maximum allowed for a
concern, including its affiliates to be considered small is $5.0
million in annual receipts averaged for the last three years. Firms
responding to this announcement must be able to handle multiple
delivery orders over short periods of time. At least 50 percent of the
cost of contract performance incurred for personnel shall be expended
for employees of the responding (prime) concern. Solicitations
