594-7733. This is a combined synopsis/solicitation for commercial
items, prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation, proposals are being
requested and a written solicitation will not be issued. The
solicitation, number NIH-NIDDK-96-12, is issued as a Request For
Proposal (RFP). The solicitation/contract will include all applicable
provisions and clauses in effect through FAC 90-36. The Long Wavelength
(1-25 Micron) Focal-Plane Array Detector System must have the following
requirements: 1. Digitization and readout of all 320 X 240 pixels. 2.
Mounted in a liquid Helium dewar for operation at 4K. 3. Have a
manually operated and fully integrated filter wheel inside the dewar
also operating at 4K. This filter wheel must be able to hold and select
a variety of bandpass and neutral density filters. 4. The dewar must
contain all wiring harness necessary to drive the focal-plane array and
also supply a number of housekeeping output lines for temperature
sensing of the cold-plate and array. 5. The detector must be sensitive
from at least 1.0-25.0 microns (10,000-400cm -1). 6. The detector must
have sufficient charge capacity and readout rate such that the detector
does not saturate. This capacity must be at least 5x10 7 electrons. 7.
The detector and associated electronics must have an read-noise of
less that 350 electrons. 8. The detector must have a quantum efficiency
of 50%. 9. The detector must have an NEP (Noise Equivalent Power) of
less that 10 -17. 10. The system must have at least 16 readout lines
and each pixel must be readout in 10 microseconds or less with 16 bit
precision. The detector system will have 4 A/D boards operating in
parallel to accommodate this requirement. 11. The system must be
compatible with an existing SUN workstation currently available to the
project in this laboratory. 12. The detector system must be capable of
rapidly averaging and differencing sequential image frames on a
separate computer board so that low signal levels and drifting
background levels can be compensated for. This will require that the
frame averaging hardware contain sufficient memory to hold multiple
image frames. 13. The detector system must contain all the necessary
software to operate the detector and also be capable of storing,
manipulating and displaying the acquired images. Provide existing
product literature, owner's manual with maintenance procedures as part
of the proposal. The Long Wavelength (1-25) micron) Focal-Plane Array
Detector must have a minimum warranty period of one (1) year labor and
material. Delivery shall be no later than SIX (6) MONTHS after contract

EVALUATION-COMMERCIAL ITEMS (OCTOBER 1995), will not be used in the
evaluation of offers submitted. The existing product literature,
owner's manual with maintenance procedures and test reports will be
used as a basis for evaluation with submitted offers. Past Performance
will also be considered. This acquisition incorporates the following
FAR clauses, FAR 52.212.1, INSTRUCTIONS TO OFFERORS-COMMERCIAL ITEMS
(OCTOBER 1995) FAR 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS
- COMMERCIAL ITEMS (MARCH 1996). FAR 52.212.4, CONTRACT TERMS AND
CONDITIONS-COMMERCIAL ITEMS (OCTOBER 1995) The resultant contract
incorporates the following FAR clauses in paragraph (b) of FAR
52.212-5, FAR 52.212.5, CONTRACT TERMS AND CONDITIONS REQUIRED TO
IMPLEMENT STATUTES OR EXECUTIVE ORDERS-COMMERICAL ITEMS (JANUARY 1996).
The resultant contract incorporates the following DEPARTMENT OF HEALTH
AND HUMAN SERVICES ACQUISITION REGULATION (HHSAR)(48 CFR CHAPTER 3)
CLAUSES: HHSAR 352.202-1 Definitions (APRIL 1984) HHSAR 352.232-9
Withholding of Contract Payments (APRIL 1984). All offerors must
include a completed copy of FAR 52.212-3, OFFEROR REPRESENTATIONS AND
CERTIFICATIONS - COMMERCIAL ITEMS (MARCH 1996). A copy of the OFFEROR
