Research Center has requirement to purchase two jet engines for F-15
test aircraft. The jet engines are being purchased on a sole-source
basis from Pratt & Whitney. The primary basis for this is that the
unique F-15 test aircraft has been qualified to accept F100-PW-229
engines only.The fan ducts and vectoring nozzles for the F-15 have
already been provided to the Government by Pratt & Whitney. An
accelerated delivery is also necessary tomeet mission requirements. Any
concerns or issues relative to this procurement should be addressed to
the Contracting Officer identified above. However, an ombudsman has
also been appointed to hear concerns from offerors, potential offerors
and contractors if necessary. Interested parties may call the
installation ombudsman, Kevin Petersen, at (805) 258-3103. Concerns,
issues, disagreements and recommendations which cannot be resolved at
the installation may be referred to the NASA ombudsman, Tom Luedtke, at
