Environmental Protection Agency (EPA) is contemplating the award of a
sole-source contract with Information Impact, Inc. to obtain support in
reassessing the Personal Protective Equipment (PPE) and Restricted
Entry Intervals (REIs) and other worker safety measures for all
occupational and residential uses of pesticides undergoing
reregistration. The total level of effort is approximately 3,000 hours
over the next three years (base year and two one-year options). PPE
and REIs established for agricultural uses, which are within the scope
of the Worker Protection Standard, are reevaluated on the basis of
risk assessments conducted as part of the reregistration efforts. EPA
needs support in ensuring that the science determinations with respect
to occupational and residential workers, the regulatory rationale for
imposing PPE/REIs, and the actual label language are consistent,
accurate and encompass all uses. Support is also needed for developing
guidance for home-use pesticide labeling, providing worker
protection-related technical support and other similar support
services. In order to provide this support, respondents must have a
thorough knowledge of the WPS and its implementation. Respondents to
this announcement should fully explain their capability to provide
these services and should carefully explain their knowledge, experience
and ability to interpret the WPS regulation itself. Respondents are
encouraged to submit all other supporting literature they consider
