Contracting Officer, 402/294-6393. The Government intends to negotiate
a contract on a sole source basis with AIL Systems, Inc., Technical
Services Operations, 44147 20th Street West, Lancaster, CA 93534, to
provide Sustaining Engineering Services in support of the AN/ALQ-161A
test line located in the Reprogrammable Electronic Warfare Systems Test
(REWST) Facility, 513 Engineering and Test Squadron (513 ETS), Offutt
AFB NE. Tasks consist of responses to recurring and nonrecurring
engineering tasks in support of B-1B electronic combat (EC) operational
test requirements. Planned taskings will directly support the
maintenance, operation and technical capabilities of the AN/ALQ-161A
mockup and associated support equipment located in and/or supporting
the REWST Facility to include the transportable test line (TTL). Period
of performance is from 1 Oct 96, or date of award if subsequent
thereto, through 30 Sep 97 with options for four additional years. All
contractor personnel must be United States citizens and possess secret
security clearances prior to contract performance. Contractor must have
a prior and detailed working knowledge of the design, operation and
maintenance of the AN/ALQ-161A, the REWST Facility, AIL B-1B special
test equipment, AIL B-1B instrumentation and data reduction software,
B-1B aircraft systems and their simulations in the REWST Facility, and
the ASQ-181 controls and displays. The contractor must be familiar
with the technical theory and application of VAX architecture and
programming, Versa Modular Europeon (VME) based computer systems,
X-windows programming and applications, ETHERNET local area networks,
and Military Standard 1553B data bus operations. Prospective offerors
shall have a working knowledge of EC principles and equipment to
include radar receiver and transmitter systems, advanced digital signal
processing and transmission line, antenna and electromagnetic wave
theory. Interested parties shall submit a capabilities package which
addresses all requirements listed in this announcement. Submission in
response to this requirement shall be received by the contracting
officer within 15 days from date of publication of this notice. Note 22
