AND UPGRADING/WATERPROOFING OF THE BRACKETT ATCT, LAVERNE, CA SOL

Administration (FAA) has a requirement for the removal and disposal of
an existing catwalk roofing system and for the upgrading and
waterproofing of the Brackett Air Traffic Control Tower, located in
LaVerne, California. The contractor shall provide all labor, equipment,
services and materials required to successfully complete all work in
accordance to the FAA specifications. Work includes but is not limited
to: removal of existing roofing, electrical work, carpentry,
mechanical work, painting, removal and installation of caulking,
sandblasting, and other incidental related work. All work shall be in
strict accordance with FAA plans and specifications. The period of
performance is established for thirty (30) calendar days and shall be
performed within this timeframe. The FAA shall accept the first ten
(10) requests for Request for Offer (RFO) DTFA08-96-B-04012 and shall
forward a Screening Information Request (SIR) to the first ten requests
received. Potential bidders must submit in writing their Request for
Offer and may FAX in their request to the attention of Cynthia L.
Alatorre, FAX number (310) 536-8550. TELEPHONE REQUESTS WILL NOT BE
ACCEPTED. NOTE: Request for Offers (RFO) shall be issued to offerors
that have met and fulfilled the pre-qualification criteria as required
in the Screening Information Request (SIR) for this procurement
request. An evaluation of potential bidders shall be performed prior to
issuing the RFO and shall be based on the following factors: 1) Past
Performance; 2) Financial Capacity; 3) Credit References; 4) Technical
Expertise to perform all work in the trades referenced and, 5) Bonding
Capacity per Miller Act. The estimate price range for this procurment
is between $25,000 and $100,000. The Standard Industrial Classification
(SIC) for this procurement is 1799. FOR MINORITY, WOMEN-OWNED AND
DISADVANTAGED BUSINESS ENTERPRISES: The Department of Transportation
(DOT), Office of Small and Disadvantaged Business Utilization (OSDBU),
has programs to assist minority, women-owned and disadvantaged
business enterprises to acquire short-term working capital and bonding
assistance for transportation-related contracts. This is applicable to
any eligible prime or sub-contractor at any tier. The DOT Bonding
Assistance Program enables firms to apply for bid, performance and
payment bonds up to $1.0 million per contract. The DOT provides an 80%
guaranty on the bond amount to a surety against losses. Loans are also
available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The maximum
