for out-sourcing faculty development teaching functions at five Air
Force technical training locations. The potential exists for a
consolidated requirement for the teaching functions of faculty
development courses at five Air Force Technical Training bases. The
bases and locations are Goodfellow Air Force Base (AFB), San Angelo TX;
Lackland AFB, San Antonio TX; Sheppard AFB, Wichita Falls TX; Keesler
AFB, Biloxi MS; and Vandenberg AFB, Lompoc CA. Contract instructors
will teach a variety of courses that support job preparation to Air
Force Technical school personnel at the above locations. Faculty
Development teaches the knowledge and skills the instructors (who teach
technical training courses to Air Force and other service students,
both military and civilian), course developers, managers, and
evaluators need to perform their jobs. The number of students trained
annually is approximately 14,000. Course development is not a function
of the contractor. However, contract instructors will be required to
participate in course reviews, provide subject matter expertise in the
course development/revision process and may be required to administer
end-of-course critiques. A sample course listing follows: COURSE TITLE

Instruction Computer Courses (ex. Microsoft 1 day All Word, Power
Point, Excel) The number and types of courses to be taught at each of
the five locations may increase or decrease due to periodic changes in
training needs. Plans of Instruction (POI) are based on
crivEd%=9eferenced or behavioral objectives which require the student
to perform a task or demonstrate mastery of knowledge based material to
a specific level of proficiency. The instructional design for most
courses is group-paced. Generally, class size is 12 students. Teaching
methods include lecture, demonstration-performance, computer-assisted
instruction, and various modes of distance learning. The Technical
Training schools at the five bases are affiliated with the Community
College of the Air Force (CCAF). Contract instructors will teach CCAF
degree applicable courses. CCAF is accredited by the Southern
Association of Colleges and Schools Commission on Colleges (SACS/COC).
Affiliated schools must adhere to criteria established by SACS/COC. It
is required that these schools provide evidence that their instructors
are qualified to accomplish the mission based on the following
specific qualifictions criteria. Instructors must have an associate
degree or higher, from a regionally accredited institution and
demonstrate experience at the adult or secondary education level within
the specific subject areas of the teaching assignment. Additionally,
college transcripts, teaching certificates, documentation of completing
practice teaching, and certificates showing completion of the courses
the instructor is assigned to teach (before teaching first class), as
well as courses related to these subjects, must be on file at the
location (base) of employment. Courses in the fundamentals of adult
learning are desired. This market research is being conducted to
determine it there is an interest in the contemplated acquisition by
sources capable of satisfying the requirement. The potential
acquisition may be conducted as an Office of Management and Budget
Circular A-76 cost comparision, meaning the successful offer will be
compared to the Government's in-house bid to determine the most
economic method of performance (either government of commercial
contract). The Air Education and Training Command (AETC), Randolph AFB
TX is seeking qualified small business firms under SIC Code 8299 (Size
Standard $3.5 million) capable of performing the services described
above. Please note that AETC has not yet made a decision as to whether
the potential acquisition wil be set-aside and that it reserves the
right to determine the appropriate method of procuring the above
services based upon our analysis and evaluation of the response to our
market research. Therefore, all interested businesses should respond,
stating their size status. Potential offerors should express an
interest in the contemplated acquisition, and provide evidence of the
ability to provide the teaching functions described above. A
description of any past experience in providing similar teaching
functions should be included. Offerors should also provide evidence of
being able to meet the specific qualifications criteria for
instructors stated above. While a consolidated requirement is
contemplated, please express an interest in providing the services at
an individual location or several particular loctions if you are not
interested in providing services at all locations. Please provide all
