Technology (NIST), intends to negotiate with Cambridge Research
Instrumentation Inc, 21 Erie Street, Cambridge, MA 02139, on a sole
source basis to acquire a Cryo-radiometer Control Electronics to
include a low noise electronics box (ac bridge), control unit, cables,
operational software, and IEEE interface Model TC-02. The Government
also requires one year warranty to include parts and labor. FOB
destination, Gaithersburg MD-- Required delivery within 30 days after
contract award-- This is a sole source procurement in accordance with
FAR 6.302.1, Only One Responsible Source, because the Cambridge
Cyro-radiometer Control Electronics, Model TC-02 is the only source
that meets all the required specifications for operation with the High
Accuracy Cryogenic Radiometer (HACR). The specifications which only
Cambridge can meet are as follows: The system shall have a thermometry
bridge stability better that five microKelvin (and better than three
PPM per degree C), the lower this value the better. Included in theses
electronics are two servo controlled heater systems (temperature
controllers) that actively control heaters to maintain temperature
stability. The electronics for the heater system shall be able to
provide power in the range of a few nanowatts to over 4 mW. The
accuracy of the heater powers should be better than 100 PPM over the
period of a day. The temperature controller shall be interchangeable
with a previously existing temperature controller TC-02 systems in the
division. The system shall be compatible with the existing programs as
well as interface with existing hardware and cabling used to run the
CRI TC-02.Interested offerors may identify their interest and
capability to respond to the requirements by submitting a capability
statement. The capability statement must provide adequate information
and qualifications of your ability to provide the requested system in
order for the Government to consider whether to open this request for
competition. However, all capability statements received within 45 days
after date of preparation of this synopsis, will be considered by the
