Command (NAVSEA) seeks interested suppliers to provide Generic Navy
Stimulators/Simulators (GNSS). The GNSS Program is intended to reduce
development cost and schedule length and optimize the use of commerical
technology. The GNSS will be built upon Open System Achitecture (OSA)
standards incorporating a functionally modular design using
Non-Development Items (NDI), Commercial Off-the-Shelf (COTS) products,
and industry defined software and communication interface standards.
An overall objective in the design and development of the GNSS is to
provide the Navy with the most cost-effective system that maximizes the
use of the inherent Battle Force Tactical Training (BFTT) System
capabilities, while allowing all possible flexibility for future
growth. The GNSS comprises a GNSS Controller Versa Module Eurobus (VME)
and a ship specific number (1-6) of Radar Signal Generator (RSG)
enclosures capable of producing (by either stimulation or simulation)
modeled radar return signals and/or video signals associated with the
following radar sets: AIMS MK III IFF, AN/SP-35, AN/SP-43, AN/SP-46,
AN/SPQ-9B, AN/SPS-40 Series, AN/SPS-48 Series, AN/SPS-49 Series,
AN/SPS-55 Series, AN/SPS-67 Series, AN/TPX-42, AN/UPX-29, AN/UPX-30,
AN/UPX-36, MK 23 TAS, and MK 95 NSSMS. The GNSS will be deployed on a
variety of surface ships. Interested suppliers should obtain a draft
specification and draft statement of work (SOW) and provide letters of
interest and written comment on those technical documents within
thirty (30) days of the date of this announcement. Subsequent to its
review of those comments, the Navy intends either to circulate a draft
Request for Proposals (RFP) for additional comment, or to issue a
formal RFP. The current draft specification and draft SOW may be
obtained either from Mr. Richard Goff, NAVSEA 02521, telephone (703)
602-7817, or from Mr. Art Peterson, NAVSEA 02521C, at the same number.
Not having responded to the Navy's previous market survey announcement
of this procucurment in the CBD of March 5, 1996 does not preclude any
interested parties now from requesting the draft specification and SOW
and participating in the planned acquisition; nor does having responded
to that survey automatically entitle any interested parties to be sent
copies of the draft specification and draft SOW now. Rather, all
interested parties must either pick up the documents at the address
shown above, Room 5E40 (Industry Liaision), or provide a written
request to have them mailed. Responding to this request for information
(RFI) will not automatically entitle any interested party to receive
the formal RFP or other future documents. This announcement is not a
request for proposals, nor does the Navy intend to pay for any
