The Naval Air Warfare Center, China Lake, CA intends to enter into negotiations on an other-than-competitive basis with Panametrics Incorporated, for ten TTU-546/E digital hygrometers modified to meet a government drawing package plus one hygrometer for first article testing. An option for up to ten additional digital hygrometers is included. Each hygrometer will include two sensor probes, testing, and data. Negotiations will be with Panametrics Incorporated on an other than-full-and-open-competitive-basis because Panametrics has the only hygrometer found that can measure the moisture content of a gas down to minus 110 degrees celsius. This measurement is critical because it increases the accuracy of low level readings to ensure that the moisture level of 2 ppmv or less is maintained to meet missile specifications. This moisture level is necessary to maintain the proper level of cleanliness of coolant gas to prevent the missile guidance control section from failing. The failure to maintain gas purity is a major cause of missile failure. Furthermore, the Panametrics hygrometer has the widest temperature operation range of any other hygrometer. The Panametrics hygrometer can operate over a temperature range of minus 15 degrees celsius to sixty degrees celsius. The wider temperature tolerance is critical to the successful operation of this hygrometer because it must be functional in various climates. Panametrics is the designer, developer and sole manufacturer of the proposed hygrometer and the only known firm with the knowledge, experience, and technical data required to fulfill this need. The details of the operation of the hygrometer, sensor, and electronics are proprietary. Delivery of the basic quantity will be about six months.
