Environmental Protection Agency (EPA's) National Vehicle and Fuel
Emissions Laboratory (NVFEL) seeks to obtain modern, adaptable, well
integrated, engine test cell and dynamometer equipment that will be
used to support engineering work to develop and demonstrate low NOx and
particulate emission technology for diesel engines and to provide
increased support to the PNGV 4-Stroke, Direct Injection Technical
Team. The Partnership for a New Generation Vehicle (PNGV) is an
alliance among several federal agencies and technical representatives
from General Motors, Ford, and Chrysler to research and develop
vehicles and power systems that are clean, safe, and highly fuel
efficient for future transportation needs. Specifications have been
prepared for the test equipment and subsystems which comprise the total
integrated Engine Dynamometer Test System (EDTS). EPA plans to award a
FFP contract to procure the two systems with an accelerated schedule
to provide testing capabilities within 5 months of contract award. This
procurement is focused on obtaining several component subsystems - an
engine dynamometer and control system, a data acquisition and test
process control system, a combustion cycle analysis system, and other
auxiliary test equipment that will be necessary for EPA to expand its
support. Because of the urgent need to establish the test site and test
capability as quickly as possible, this procurement will emphasize the
contractor's ability to deliver installed working systems that will
perform reliably, meet the specifications, and provide the needed PNGV
testing capabilities. The Scope of Work describes the configuration of
the test systems and the associated sampling, analytical, and control
equipment that must work together to support this testing and it
provides the technical and functional specifications for the
procurement process. The contractor shall be responsible for the
proposal, design, fabrication, installation, and commissioning of the
total system. The contractor shall be responsbile for integrating the
engine/dyno signals with the test process control and data acquisition
system and test process control algorithms. All responsible sources
may submit a proposal which, if timely, will be evaluated by the
Agency. All requests for a copy of the solicitation must be in writing.
