the purchase or lease of two (2) Pilatus PC-9 Chase Aircraft or
equivalent aircraft that will be used for chasing the V-22 Aircraft
during testing at the Naval Air Warfare Center Aicraft Division,
Patuxent River, Maryland. A lease versus purchase analysis shall be
conducted to determine the most advantageous arrangement to the
Government. Salient Characteristics and the Government's minimum
requirements are as follows: Maximum level flight velocity of at least
260 KTAS, Standard Sea-Level conditions. Maximum dive airspeed of at
least .55 Mach (280 KTAS) at 15,000 feet Pressure Altitude. Must
maintain level flight at airspeeds of 110 KCAS (5,000 feet PA). 110
KCAS must be at least 1.1 times Stall Speed. At an average airspeed of
220 KCAS and an average altitude of 5,000 feet pressure altitude,
provide at least 2.0 hours of endurance. At an average airspeed of 200
KCAS and an average altitude of 5,000 feet pressure altitude, provide
at least 3.0 hours of endurance. Use of auxiliary fuel tanks is
desired or aerial refueling is acceptable. Possess a V-n diagram that
will allow +5 g's at the corner airspeed through Vh and at 120 KCAS,
allow 2 g's flying on the buffet line. From both pilot stations,
ability to simultaneously monitor two discrete UHF/VHF frequencies and
selectively transmit on either frequency with minimal pilot effort.
Must possess sufficient reliability to allow an average utilization of
40 flight hours per month. Must have short turnaround inspection times
to allow 2 - 3 sorties per 12 hour duty day. Must possess a Field of
View to allow the chase pilot to clear the flight from other aircraft
traffic. Basic IMC/IFR capability required. Tacan Navigation required;
GPS Navigation desired. The lease period will be for a base period and
additional option periods which will total five (5) years if all
options are exercised. The period of performance and aircraft
availability must be no later than 1 April 1997. All responsible
sources may submit a proposal which shall be considered by this agency.
