(DOC), National Oceanic and Atmospheric Administration (NOAA), National
Environmental Satellite, Data and Information Service (NESDIS),
National Climatic Data Center (NCDC), proposes to negotiate on a non-
competitive basis, with the University of Wisconsin - Madison, Space
Science and Engineering Center (SSEC), a one year contract, with six
option years, for archive and retrieval services for the Geosynchronous
Observational Environmental Satellite (GOES) - satellite data. NCDC is
responsible for the archiving and distribution of data from NOAA's
GOES satellites. The University's SSEC has provided archive and
retrieval services for data from the GOES satellites since 1979,
utilizing a unique method of recording a digital signal on an analog
medium which made these data accessible only through a system developed
at the University. Because of the high volume of the data stream,
traditional archive media are not a feasible means of storing these
data. The SSEC developed this unique method of writing digital data to
an analog videocassette, readable with special hardware and software
developed and owned by the University. The University will ingest data
and write all current data simultaneously to two high density IBM 3590
cartridges. The University will provide archiving and retrieval of the
GOES data, as well as distribution services of the data on various
medium, per individual request, to the user community, within ten
working days or less of the request. The distributed data will include
a description of any anomalies, extraction parameters including
satellite, instrument, area, band, image resolution, date/time and mode
(must be able to deinterleave rapid scan images from normal mode full
disk images. Vendors who believe they can provide the required services
are invited to submit, in writing, an affirmative response
demonstrating an ability to assume the above duties without disruption
to data archiving, retrieval, and distribution services. Any written
responses must be received no later than 15 days after the publication
of this synopsis. In order to be considered responsive, the
correspondence must be accompanied by a written narrative statement of
capability, including detailed technical information and other
technical literature, sufficient to permit agency analysis in order to
determine a bona fide capability to meet the Government's
requirements. Responses without the required documentation will be
considered non- responsive. This is not a formal notice of
