Selection will be conducted for replacement of the existing H-1
Diesel/Multi-Fuel Heater NSN 4520-01-310-1881 with a new generation
heater. The proposed methodology will be to award up to four contracts,
fifty percent of which will be set-aside for small business, for
development of prototypes. These prototype contracts will be awarded to
the offerors whose proposal provides the best value to the Government
as determined by the evaluation criteria which will be set forth in the
RFP. Each prototype contract will contain five one year options in
incremental quantity ranges for the production portion. The maximum
quantity to be delivered over the five year period is 5650. The
prototype contracts will require development of a new generation heater
in accordance with the Statement of Objectives and performance
specification attached to the RFP. A quantity of 4 prototypes from each
awardee will be required six months after award and will be fielded for
testing in an operational environment. Upon completion of testing a
production decision will be made using test results and criteria set
forth in the RFP and the first annual option will be exercised. A draft
RFP will be released approximately 26 June 96 and a Presolicitation
Conference is scheduled for 22 - 26 July 96 (See Section L of the RFP).

Written procedure will be used for this solicitation. No telephone
requests. Only written or faxed requests received directly from the
requestor are acceptable. All responsible sources solicited may submit
a bid, proposal, or quotation which shall be considered. All potential
offerors should contact the buyer/PCO identified above for additional
information and/or to communicate concerns, if any, concerning this
acquisition. If your concerns are not satisfied by the contacting
officer, an Ombudsman has been appointed to hear serious concerns that
are not resolved through established channels. The purpose of the
Ombudsman is not to diminish the authority of the program director or
contracting officer, but to communicate serious contractor concerns,
issues, disagreements, and recommendations to the appropriate
government personnel. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source

solicitations under ten million dollars may be evaluated using the
