The Air Force Development Test Center (AFDTC) is contemplating negotiating and awarding a sole source procurement under the provisions of Federal Acquisitions Regulation (FAR) Part 12 to KOR Electronics, Inc., 11958 Monarch Street, Garden Grove, CA 92641, for one Range Delay Unit (RDU), Model Number 1070-20-000, to be used in the new Expanded Radar Simulator (ERS) located in the Guided Weapons Evaluation Facility on Eglin AFB, Florida. KOR is the only known source that has RDU's physically and technically compatible with the KOR Model Number 1070-20-000 RDU's currently installed in the Radio Frequency Simulator (RFS). The frequencies used in the RDU's must be identical for exchange of information between the ERS and RFS. The RDU must be a commercial off-the-shelf equipment and not a Research and Development procurement. The function of the RDU shall be to provide a time delayed coherent reproduction of its input signal. The requirement is for an RDU with time delay within a range of .15 to 700 microseconds. The unit shall have four independent channels. Each channel shall be independently delayed. The delay step resolution for each output shall be 10 nanoseconds or less. The input signal shall have a video frequency of 62.5 MHz +/- 100Hz, and the system's instantaneous bandwidth shall be at least 50 Mhz. The RDU will be specified to have high spurious control and synchronous data word capability is required. Required Delivery is within 270 days after contract award. A standard commercial warranty must be provided. Responses to this synopsis should be provided to AFDTC/PKOS, 205 W.
