synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6 as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation, proposals are being requested and a written
solicitation will not be issued. This solicitation M67400-96-R-A004 is
issued as a Request for Proposal (RFP). The solicitation document and
incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 90-37. This acquisition is for
Instructional Training for Cisco courses. CLIN 0001: CISCO INTERNETWORK
TROUBLESHOOTING TRAINING COURSE, 12 Students, Cisco System P/N TRN-CIT.
CLIN 0002 CISCO ADVANCED CISCO ROUTER CONFIGURATION TRAINING COURSE, 12
Students, Cisco System P/N TRN-ACRC. The contractor will be required to
provide the above training courses for the Marine Corps Base Camp
Smedley D. Butler, Okinawa, Japan. The offer shall include all cost
except for items indicated as Government furnished. The contractor
shall provide a protocol analyzer student handouts, student manuals,
instructors' manuals for each course. The contractor will be
responsible for the shipping of class materials to and from Okinawa.
The contractor will provide certified CISCO course certificates to each
student upon completion of each course. These certificates shall be
applied towards completing the Cisco Certified InternetWork Expert
program. The contractor's instructor shall meet or exceed the following
criteria: the Instructor shall be certified a Cisco Router instructor
and must have been trained by Cisco Systems Education Center or one of
their Certified Training Centers, and possess a valid current
certification document, must read, write and speak fluent English, must
possess a thorough working knowledge of the two courses he/she is to
teach and all Cisco Routers. The Cisco Internetwork troubleshooting
Class shall include the following: Training in Troubleshooting
Methodology, symptoms, causes and actions, with generic problem
solving. It must include training on Protocol characteristics and
troubleshooting tools. The course shall have a strong focus on Banyan
Vines protocol, Cisco diagnostics tools and hands on troubleshsooting.
The Advanced Cisco Router Configuration Class shall include the
following: Training in traffic congestion management, scaleable routing
protocols, and scalability features for WAN's, training on TCP/IP and
VINES protocols. The Government will provide the following for each
class: Twelve (12) computers, 486/50 with 8MB RAM, VGA monitors, DOS,
and Windows, and will run ethernet or Token Ring; two (2) servers with
32MB RAM, 1GB hand drive; Banyan Vines Ver 5.54 (20), MNet, PCPrint,
PCDialin, LAN Server-to-Server, WAN Server-to-Server, Mail, IM3, Vines
Assistant, two (2) Hayes V-Series modems; a white-board and
overhead-projector for the classroom, invitational orders allowing the
instructor access on base, and access to the commissary and Post
Exchange. The Government will provide daily transportation to and from
the billeting location to the designated class, unless the instructors
decide to rent a vehicle. CLIN 0001 is to be performed during the
period of July 8-12, 1996. CLIN 0002 is to be performed during the
period of July 15-19, 1996. All instruction will be performed at MCB
Camp Kinser, Bldg 107, Okinawa, Japan. FAR 52.212-1, Instructions to
Offerors--Commercial Items (Oct 1995) applies to this acquisition. FAR
52.212-2, Evaluation-Commercial items (Oct 1995 applies to this
acquisition. The Government will award a Contract resulting from this
solicitation to the responsible offeror whose offer conforms to the
solicitation and is the most advantageous offer to the Government,
price and other factors considered. The following factors listed in
descending order of importance will be used to evaluate offers: (1)
Price: The evaluation of this factor shall be based on comparison to
costs of any known recent procurements of the same or similar items by
this or other commands; comparison of prices obtained on this
solicitation, and comparison to catalog prices. (2) Technical
Expertise: Offeror shall submit the educational background/level, years
of teaching experience and certifications and credentials of each
instructor. Each instructor must have at the time of award, at least 2
years of in-classroom instructional time and at least 1 year of
experience of hands-on Cisco Router Operating Systems. (3) Past
Performance: Offeror shall submit the following information concerning
similar services furnished during the past two (2) years: Name,
address, telephone number, point of contact, total dollar amount of
contracts and orders from Federal, State, Local Government agencies or
private companies in which the offer has performed similar services.
In addition, the offerors may provide information on problems
encountered while performing those contracts or orders and the
offerors' corrective action used to resolve those problems. The
Government intends to evaluate proposals and award contract without
discussions, therefore, offerors are encouraged to submit their offer
from a cost or price standpoint. The offeror is required to submit a
completed copy of the provision at FAR 52.212-3, Offeror
Representations and Certifications--Commercial Items (Oct 1995). FAR
Clause 52.212-4, Contract Terms and Conditions--Commercial Items (Oct
1995) applies to this acquisition. FAR 52.212-5, Contract Terms
Required to Implement Statues or Executive Orders--Commercial Items is
incorporated in this solicitation. the following additional FAR
