L BEARDEN (817) 334-3954 (Site Code DACA63) Contractor would be
required to assume ownership, major maintenance and repair
responsibility, investment/upgrade/plant replacement responsibility for
continued operation and maintenance of the Fort Benning substations,
streetlights and distribution systems. The point of delivery will be
the secondary building weather head for overhead services and the line
side of the building weather head for overhead services and the line
side of the building breaker for underground services, operation and
maintenance includes: 587 miles of electrical distribution consisting
of an aerial 43.8 KV loop and a combination of aerial/underground
12.7/7.2 KV system; seven substations and one switching station
consisting of transformers, switch gear, and associated equipment;
distribution system switch gear, transformers, poles cross arms,
insulators, etc. required to deliver dependable electrical service;
streetlights, associated equipment, and hardware. Maintenance and
operation procedures must meet or exceed all State and Federal Safety,
Fire, and Technical Codes and Laws. If a large business firm is
selected, the firm must comply with FAR 52.219-9 regarding the
requirement of subcontracting plan. Fort Worth District's goals are
that a minimum of 60.3% of the contractor's total intended
subcontracted amount be placed with small businesses (including small
disadvantaged and woman-owned businesses); 8.5% of the total
subcontracted amount be placed with small disadvantaged businesses;
3.5% of the total subcontracted amount be placed with 8(a) firms; 3.0%
of the total subcontracted amount be placed with woman-owned small
businesses; and 5.5% of the total subcontracted amount be placed with
historically black colleges or universities/minority institutions. The
solicitation will issue on or about 24 June 1996 with bid opening on
or about 24 July 1996. All responsible sources may submit an offer
