703-610-2313. International Direct Distance Dialing (ID3). The General
Services Administration will issue a solicitation in hardcopy and on
the Internet on or about June 12, 1996, to provide outbound
international direct distance dialing services from any Government
location in the US, (for the purpose of this solicitation the US is
defined as the contiguous states (CONUS), the District of Columbia,
Alaska, Hawaii, Puerto Rico, Guam and the US Virgin Islands) with
calling card inbound capability. The resulting contract will be a
non-mandatory use contract; i.e., the use of this contract will be at
an agency's discretion. Some of the services include: calling card
services, direct ordering, installation, testing, operating,
maintaining services. Invoice payment and customer billing will be done
through the GSA. Interested organizations and individuals may request
a copy of the solicitation by submitting a written request to the above
address. The request should reference ``ID3'' and/or the solicitation
number ``KEL-TJ-94-0004'' and be sent to the attention of Mr. Phillip
L. Barber. This synopsis constitutes a Request For Proposals (RFP).
Interested parties who have previously requested to be placed on the
Bidder's Mailing List need not reapply. The RFP may be retrieved via
the Internet's World Wide Web at the following site:
http://post.fts2k.gsa.gov. In addition to on-line retrieval, the
government will accept questions and/or comments on the RFP through
July 3, 1996. Questions/comments may be submitted electronically to the
Internet electronic mail address at id3@post.fts2k.gsa.gov in either of
the following two formats: plain ASCII or uuencoded representations of
Microsoft Word (version 6.0 and earlier) documents. Alternately,
questions/comments may be addressed in writing (with a copy on 3.5 inch
PC formatted diskette in Microsoft Word 6.0 format to the Contracting
