Upon selection for award of a cooperative agreement/contract, the offeror will be required to complete certain certifications and representations required by statute, regulation, or otherwise and, by signature, obligate itself to the terms and conditions of the cooperative agreement/contract that has been prepared (including various standard government cooperative agreement/contract clauses) after which the award will be made by entry of the grant/contracting officer's signature. The type of award document shall be based upon various factors, such as the amount of government involvement in the project, the type of research to be performed, the offeror's experience in maintaining cost records, and the ability to breakout and allocate proposed costs and performance of the work. The number and timing of awards will depend on the quality of proposals and the availability of funding. Only full proposals submitted by the closing date of the BAA will be considered. This notice itself constitutes the BAA as contemplated in FAR 6.102(D) (2) and in DOD grant and agreement regulations, DOD 3210.6-R. No additional written information is available, nor will a formal RFP or other solicitation regarding this announcement be issued. Requests for the same will be disregarded.
