The U.S. Army Tank-Automotive and Armaments COM MADN (TACOM) is issuing a Broad Agency Announcement (BAA) requesting proposals for cooperative agreements which advance the technology areas stated herein or contracts which will result in investigating, developing, testing or applying commercial technology to military ground vehicles for the purpose of reducing unique military requirements. Our goal is to combine Government and industry resources, facilities, and personnel to bring maturing technologies and commercially available technologies into the demonstration phase. This announcement is seeking proposals which focus emerging commercial technologies, not currently within the DOD or DOD contractor inventory, into technology demonstrations for evaluation by the U.S. Army. Completion of the technology research, development integration and demonstration must occur within 12 months of the agreement/contract award. The intent is for the Army to enter into several contracts or cooperative agreements based on availability of funds. Proposals whose principal purpose is to acquire property or services for the direct benefit of the government will be considered for contract award. Proposals whose principal purpose is to carry out a public purpose of support or stimulation, and have substantial involvement between the offeror and the government, will be considered for cooperative agreement awards. Topics of major interest include, but are not limited to: use of alternate materials to replace wood planking on trucks and trailers; safety aids for vehicle drivers and passengers (crew); commercial components to replace military unique vehicle components; items which will reduce vehicle operation and support costs; countermine technology (sensing, removal/destruction); propulsion powerpack, density/performance enhancements; automotive diagnostic, prognostic, and fleet management systems; vehicle electronic devices/technologies to aid in navigation, communicating; vehicle operator controls and displays; auxiliary power generators, diesel fueled, 0.5 to 20 KW; fire suppression system, non-ozone depleting, for wheeled vehicles; use of alternate lightweight and low cost materials for vehicle structure & armor; technology that will reduce environmental concerns of military vehicles; modeling & simulation applications for ground vehicles (design, test, virtual manufacturing); robotic/automated material handling for field operations; robotic bulldozers for automated earthmoving; and hybrid (electric/diesel) propulsion technology for lightweight armored vehicles. Projected funding: projected funding under this announcement is expected to be around $7 million. The number of projects and the final dollar value will be dependent on the funds available at the time of signing the final documents. Proposals under $500,000 are expected, so as to allow for a wider variety of projects to be awarded. Proposal instruction: prior to submitting a formal proposal, interested offerors are strongly encouraged to submit a technical abstract (no more than three pages) along with an estimated bottom line price of their proposed effort. This procedure is intended to minimize unnecessary effort in proposal preparation and review. Abstracts are to be submitted by June 24, 1996. Offerors who submit abstracts that are of interest to the government, will be invited to submit a full proposal. Such invitation does not assure that the offeror will be awarded a subsequent contract/cooperative agreement. The technical portion of the proposal is limited to 20 pages (end of Part 1.) (149)
