Notice: Provide materials and services necessary for the Construction
of New Covered Mooring and Shops Building at U. S. Coast Guard Station
Port Isabel, South Padre Island, Texas. The work includes, but is not
limited to, construction of a new covered mooring, shops building, and
piers; miscellaneous site work and utilities; fueling facilities;
pavement; peripheral buildings; demolition of existing piers and
storage buildings; and modifications to existing breakwater structures.
All work shall be accomplished in accordance with Specification No.
08-3809-96 and Drawing No. 08-3809-96 (sheets 1 through 90). All work
shall be completed within 360 calendar days after Notice to Proceed.
Plans (half-size), specifications, and necessary bid documents will be
available approximately June 21, 1996 and may be obtained by
submitting a check in the amount of $25.00 per set (non-refundable)
made payable to the U. S. Coast Guard. To receive a solicitation and be
placed on the bidders' list, interested parties must submit a written
request. Telephone inquiries will not be honored. Approximate bid
opening date for Solicitation No. DTCG47-96-B-3EFK13 is July 23, 1996
at 2:00 p.m. in Norfolk, VA. Estimated construction cost is between
$1,000,000.00 and $5,000,000.00. The solicitation is unrestricted IAW
the Small Business Competitiveness Demonstration Program. For Minority,
Women-owned and Disadvantage Business Enterprises: The Department of
Transportation (DOT), Office of Small and Disadvantaged Business
Utilization (OSDBU), has programs to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contracts.
This is applicable to any eligible prime or subcontract at any tier.
The DOT Bonding Assistance Program enables firms to apply for bid,
performance and payment bonds up to $1.0 million per contract. The DOT
provides an 80 percent guaranty on the bond amount to a surety against
losses. Loans are also available under the DOT Short Term Lending
Program (STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000.00. For further
