Construction for Renovation of Buildings 8 and 4 at NIST, Boulder,
Colorado The National Institute of Standards and Technology (NIST), has
a requirement for renovating portions of Buildings 8 and 4 at the U.S.
Department of Commerce, Boulder Laboratories Site, 325 Broadway,
Boulder, CO. This will allow relocation of Technical Services Division
Inventory Management Office (IMO) warehouse facilities to Building 8
and Engineering Fabrication and Design Shops (EFDS) to Building 4. This
is a turnkey project (design and construction) with the complete design
package and renovation of Building 8 as the proposed base contract and
the renovation of Building 4 as a contract option. The magnitude of
construction inclusive of option is between $1,000,000 and $5,000,000.
All work under this project including as-built drawings, shall be
produced using the metric system of units (SI), not Imperial units; and
Autocad Release 12. The design shall include architectural, structural,
civil, mechanical, and electrical necessary to provide complete
analysis of existing conditions and design of renovations. Construction
will be required to be phased to renovate Building 8 (approximately 211
net square meters) which will allow IMO to relocate to Building 8 from
Building 4, then for Building 4 (approximately 810 net square meters)
to be renovated for EFDS to relocate to Building 4. Building 8 is a
pre-engineered metal building on reinforced concrete continuous footing
with slab on grade floor. It is heated by unit heaters fired by natural
gas. Interior finishes are minimal. Building 4 is a heavy timber framed
building with metal roof and exterior siding. Interior finishes in the
space to be renovated are minimal, with limited area of painted
drywall partition, hung acoustical ceiling, and vinyl composition tile
floor covering. All asbestos-containing material will be removed by
the Government prior to commencement of any construction in this
project. Other work will be completed by the Government, including the
moving of Government-owned equipment and furnishing. Performance
schedules are as follows: Design-100 days, Building 8 renovations-90
days, and Building 4 renovations-120 days. This procurement is 100%
set-aside for small business (SIC Code 1542, Size Standard: $17M). See
Numbered Note 1. Contract award will be made on the basis of the best
value to the Government with price, technical, and past performance
factors considered. All responsible small business sources may submit
