equipment, materials, transportation, and supervision necessary to
perform the following work on eight (8) ranch style housing units
located at U.S. Coast Guard District 1 Housing, Hull, MA: Remove lead
painted living room aluminum window and replace with new solid vinyl
picture window; remove all interior and exterior doors/jambs,
baseboard, door casing and replace with new. Note: exterior kitchen and
shed door/jamb have lead paint. Enlarge kitchen and bathroom, new
plumbing fixtures and kitchen cabinets. Remove/replace electric panel
and meter socket. Enlarge attic access opening in hall. Repaint the
entire interior walls, ceiling and exterior carport posts, shed door
and incidental related work. Additive bid items for each of the eight
units based on funding available: (1) Wood folding staircase, new attic
light, switching on wall below, patching; (2) new carpet and padding
approximately 134 sq.yd installed; (3) additional bedroom lighting.
Estimated cost range is between $250,000 and $500,000. Solicitation
packages to be available on or about 6 June 1996. Packages may be
obtained by submitting a written request, with a non-refundable check
for $20 payable to U.S. Coast Guard to 300 Metro Center Blvd., Warwick,
RI 02886 attn: Susan Hetrick. Requests will be honored until supply is
exhausted. Bid opening is scheduled for on or about 9 July 1996 at
1:00 PM. This project is issued pursuant to the Small Business
Competitiveness Demonstration Program, and is unrestricted. SIC is
1521, General Contractors-Single Family Houses. THE FOLLOWING
INFORMATION IS PROVIDED TO ASSIST MINORITY, WOMEN-OWNED, AND
DISADVANTAGED BUSINESS ENTERPRISES: The Dept of Transportation (DOT)
Office of Small and Disadvantaged Business Utilization (OSDBU) has
programs to assist minority, women-owned and disadvantaged business
enterprises to acquire short-term working capital and bonding
assistance for transportation-related contracts. This is applicable to
any eligible prime or subcontract at any tier. The DOT Bonding
Assistance Program enables firms to apply for bid, payment and
performance bonds up to $1.0 million per contract. The DOT provides an
80% guaranty on the bond amount to a surety against losses. Loans are
available under the DOT Short-term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The max. line
