Contracting Officer (202) 514-3420. The Immigration and Naturalization
Service, Department of Justice, (Deportation and Detention Program)
intends to award a sole source firm fixed price contract to the Vera
Institute of Justice, New York, New York, to conduct a demonstration
prehearing supervisory program for approximately 340 aliens whom it has
placed in either deportation or exclusion proceedings in the New York
City area, which will improve rates for appearance for scheduled
hearings in immigration court and surrender for removal and make more
effective use of INS's limited detention space. The operation of this
project will require the Vera Institute to create and manage the
prehearing supervisory program, conduct extensive sociological research
into the multitide of factors which determine whether an alien not held
in detention appears for scheduled immigration court proceedings,
analyze and collate that research into a product which will assist INS
in making the most effective use of its limited detention space and
removing persons in this country illegally in the most effective and
cost efficient manner, and establish and maintain close liason with
local law enforcement and social service agencies in the New York City
area. The estimated period of performance under the prospective
contract is three to four years after contract award. Vera Institute of
Justice, a pioneer in creating such programs, is the only source with
the requisite knowledge needed to implement and manage the supervisory
functions of this demonstration project, having designed it under a
federal grant. Vera Institute, a non-profit organization which has
conducted over 100 similar projects aimed at expanding the practice of
justice in public services and improving the quality of urban life, is
the only source with the requisite skill and experience, unique
capacity to test ideas through program implementation, operation and
research, and the only source with the requisite working relationships
with law enforcement and social service agencies in New York City, to
fulfill the above-described requirements of the INS in a timely
