combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. DAAD05-96-B-0022 is issued as
an Invitation for Bid. This solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 90-37. The U. S. Army Garrison, Aberdeen Proving Ground,
Directorate of Contracting, Aberdeen Proving Ground, MD 21005-5001 has
a requirement for the purchase of safety footwear for a base year
period beginning 12 Aug 1996 with two-one year option periods. This
procurement is a 100% Set-Aside for Small Business. The Standard
Industrial Classification Code (SIC) that applies is 3143 with a small
business size standard of 500. The contractor shall provide safety
footwear thru MOBILE services only. Descriptions and estimated

Contractors are directed to provided pricing for each item of safety
footwear for the Base Year, Option Year One and Option Year Two.
Estimated quantities stated for each contract line item are the same
for each year. Items shall be ordered by the Contracting Officer's
Representative (COR) on an ''as needed'' basis via delivery order.
Individual line items will be reconciled at the end of the delivery
order period to reflect actual quantities used. The COR shall be
responsible for monitoring total award amount and quantities for each
delivery order which will reflect a ''Not to Exceed'' amount. Material
will be ordered as required and in conjunction with estimated
quantities. Contractor shall provide MOBILE service weekly at Aberdeen
Area, Building 320, and Edgewood Area, Building #5185. Day and time to
be coordinated with the COR who will advise contractor either by FAX or
orally two (2) weeks in advance of the type, size and width of footwear
required for the upcoming delivery. Requirements will be based on a
minimum of 35 pairs and a maximum of 200 pairs per visit. The
shoemobile is required to insure that the ANSI Z41.1 is met. Contractor
shall be responsible for providing trained personnel for proper fitting
of individual's shoes. New (not worn or soiled) footwear may be
exchanged due to size differential within thirty (30) days without
prior approval. Defective footwear due to manufacturing may be
exchanged within sixty (60) days without prior approval. A mobile shoe
van is required with room for fitting three (3) individual's at the
same time. The Mobile Service Unit shall be capable of providing a
range of sizes for all styles to fit a maximum of 200 individuals per
visit. However, styles may vary due to individual preferences (there
are many styles in the industrial classes as a example). Contractor
shall anticipate the need for additional styles and sizes for each
visit. Delivery shall be 14 days ARO, F.O.B. Destination. The provision
at 52.212-1, Instructions to Offerors-Commercial, applies to this
acquisition. Award of this solicitation shall be made to the low priced
technically acceptable offeror. In order to be considered acceptable,
the offeror must meet the requirements set forth above. An offeror must
quote on all items in this solicitation to be eligible for award. The
Government will award on an ''all or none'' basis. Evaluation of offers
will be based upon the total price quoted for all items. A written
notice of award or acceptance of an offer, mailed or otherwise
furnished to the successful offeror within the time for acceptance
specified in the offer, shall result in a binding contract without
further action by either party. All offerors shall include a completed
copy of the provision at 52.212-3, Offeror Representations and
Certifications-Commercial Items, with its offer. The clause at
52.212-4, Contract Terms and Conditions-Commercial Items, applies to
this acquisition. The clause at 52.212-5, Contract Terms and Conditions
Required to Implement Statutes Or Executive Orders-Commercial Items,
applies to this acquisition with the following additional FAR clauses:
