National Library of Medicine (NLM) intends to negotiate on a
sole-source basis pursuant to Far 6.302-1 and 41 U.S.C. 253(c)(1) with
Preservation Resources, Inc. for the preservation microfilming of
artifactually valuable bound volumes (Rare Books), both brittle and
non-brittle, including early bound manuscripts. Preservation Resources
is the incumbent contractor performing NLM's requirements for the
preservation microfilming of brittle books. To assure that the film is
of archival quality, it must meet American National Standards
Institute standards for photographic processes and other stringent
technical requirements, as required under NLM's contract for
preservation microfilming of brittle volumes. To assure that the
artifactually valuable original material is not damaged in handling,
shipping, or filming, special equipment, routines, and procedures must
be used to ensure its security and protect its physical integrity.
Collation, some target production, reel programming, and check-in of
volumes and film will be performed under a separate contract. It is
anticipated that approximately 100-200 volumes of rare books will be
microfilmed under this contract during each year of the four (4) option
years. The Contractor shall: 1) produce camera negative, print master,
and if requested, service copy reels; 2) produce various targets; 3)
follow special filming instructions provided for individual books; 4)
box and label each reel; 5) perform technical, physical, and
page-by-page bibliographic inspection of film; 6) correct all filming
errors; 7) fill out an NLM inspection form for each camera negative
reel; 8) return microfilm and filmed volumes to NLM; and 9) perform
rework as needed. All tasks shall be performed at the incumbent
contractor's off-site facility. Preservation Resources has the
necessary technically advanced German-made Hermann & Kraemer cameras,
a technical staff who have received training directly from the camera
manufacturer, expertise in book conservation, Gratek book cradles
specifically designed for use with fragile material, and expertise in
filming without a cradle for material that is too fragile for the
Gratek cradle. This notice if intent is not a Request for Proposals
(RFP), nor is an RFP available. Substantial duplication of cost and
effort make competition for this work unfeasible. Telephone/fax
