R -- DEVELOPMENT OF INTEGRATED DATABASE AND SPENDING ESTIMATE FOR MENTAL HEALTH AND SUBSTANCE ABUSE TREATMENT SERVICES SOL 270-96-0007 POC Mary B. Haines, CSAP Contract Specialist, (301) 443-9135, Joe Adamik, Contracting Officer, Center for Substance Abuse Treatment The Center for Substance Abuse Treatment and the Center for Mental Health Services contemplates awarding a three year cost- reimbursement contract. Award of this contract is subject to the availability of Fiscal Year 96 funds. The purpose of this contract is to conduct two closely related projects to develop information on the use and costs of mental health and substance abuse treatment services. The two projects are: (1) National Spending Estimates and (2) Development of an Integrated State Database for Substance Abuse and Mental Health Services. The work for the National Spending Estimates includes the development of estimates to parallel those for overall national expenditures that are produced by the Health Care Financing Administration, using the same categories of payment sources and service type. In addition separate estimates for mental health and substance abuse services must be provided. The purpose of the second project is to create a single database for approximately 3 States that would integrate data from State agency data systems for substance abuse services, mental health services and Medicaid. The offeror shall link the data from these agencies so that individuals treated for substance abuse or mental health disorders could be tracked through all three systems. A two- phased approach is anticipated for conceptual development of the database, testing of a prototype and the establishment of the database. Two one-year options are anticipated for updating the database. The estimated issuance date of RFP No. 270-96-0007 is June 4, 1996 and proposals are due to be received in the Contracting Office 30 calendar days thereafter. The solicitation may be obtained in either of two ways; electronically, by downloading a file from the SAMHSA Bulletin Board System (BBS) at 1 (800) 424-2294 or by mail. To download from the BBS, you should set your communications program at 8 data bits, 1 stop bit, and parity at none (8-1-none). SAMHSA's modems will communicate at 1200 to 9600 BPS and can negotiate with higher speed modems. If your modem is slower than 1200 BPS, you will not be able to use this BBS. Our software can use several common transfer protocols. We recommend Zmodem if it is available in your communications program; however any of those listed on the BBS should prove satisfactory. Large files will be posted as self extracting compressed files to save time during the transfer. Hardware compression features in the modems will be relied upon to provide compression for smaller files. Upon reading the file electronicaly downloaded you should determine if you have a continuing interest in the RFP. If so, you must either write the individual identified above that you wish copies of amendments to the RFP (if any) sent to you by mail or check the BBs regularly for amendments which will also be posted there and can be downloaded electronically. You may choose either method for obtaining amendments. Note, however, that if you rely on the BBS for obtaining amendments, at this time we have no way to assure, and will therefore assume no responsibility for assuring, you have downloaded these amendments.
