626-4354. To provide Title I, Type A, Investigative Services; Type B,
Design Services; and Title II, Type C, Construction Inspection
Services to furnish all plant, labor, equipment, material, and
transportation necessary to investigate and design a repair of 12,600
LF of longitudinal pavements joints of existing Aircraft Parking Ramp,
Alter 350 LF of existing taxiway, and construction of 11,500 SY of new
concrete extension of an existing Aircraft Parking Ramp. Type A
services shall include, but not be limited to, making investigations,
surveys, topos, spatial planning, concept drawings and cost estimates.
Type B services shall include design calculations, design analysis,
cost-estimates, life cycle cost analysis, construction drawings and
technical specifications of suitable quality and completeness for
bidding by contractors. Type C Services shall include design
consultation during construction, submittal management, inspection,
progress review, and as-built drawings. A-E selection criteria will
include in order of importance: (1) Professional qualifications in the
following disciplines: (1a) Civil Engineer; (1b) Electrical Engineer;
(1c) Mechanical Engineer; (1d) Construction Management; (1e)
Environmental Engineer; (2) Specialized Experience and Technical
Competence in Airfield Pavement analysis and design; (3) Capacity to
accomplish work in the required time; (4) Past Performance; (5)
Location, firm should be located within 400 miles of Bangor, Maine (6)
Volume of work previously awarded by DOD; (7) Recovered Material,
Waste Reduction and Energy Efficiency. Prospective A-E firms must
include a cover letter which addresses Evaluation Criteria numbers 6
and 7. This letter must show the volume of work awarded to the firm by
the Department of Defense during the period of 1 June 1995 through 30
May 1996. the cover letter must also include a narrative which
addresses the firm's success with Evaluation Criteria number 7.
Architect-Engineer firms meeting the requirements described in this
announcement and desiring consideration, are invited to submit two (2)
copies of current, completed, signed and dated, SF 254 and SF 255 to
USPFO for Maine, Attn: Stephen E. Moody, Camp Keyes, Augusta, Maine
04333-0032. SF 254 and SF 255 must arrive at the USPFO no later than
close of business (4:00 p.m.) June 24, 1996. This is not a RFP. See
