202/842-6400. Architect/Engineer Services for studies, investigations,
assessments, and reports for facilities planning and programming at
the National Gallery of Art. The work requires professional services to
support planning for the National Gallery's facilities repair,
restoration, and preservation programs. The work includes conducting
site investigation surveys, collection of data and photographs, and the
preparation of studies, reports, project development, cost estimating,
and programming. The cumulative total of the contract, including
options, shall not exceed $5 million. Each delivery order shall not
exceed $500 thousands. Required services include, but are not limited
to, assessments of the building envelope; the structural, mechanical,
electrical, fire protection, and transportation systems; the asbestos
abatement program; and compliance with UFAS/ADA guidelines. The
National Gallery of Art may choose to exercise options for the
following services at a later date: preparation of renderings,
preparation of design guidelines, landscape planning, conceptual
design, final design, preparation of contract documents, cost
estimating and analysis, construction inspection, submittal review, and
preparation of record drawings. The work may also include the design of
asbestos abatements; firms unable to accept work which involves
asbestos need not apply. This project involves a comprehensive review
of all pre-existing studies, reports, and analyses of the NGA
facilities and the related project documentation and cost estimates.
The A/E will conduct additional surveys, probes, tests, and visual
inspections of all building systems and produce a comprehensive report
on the condition of the National Gallery of Art's infrastructure and
a consolidated master facilities plan. The A/E is expected to prepare
preliminary project descriptions and budget cost estimates for the
required capital improvements, repairs, renovations, or replacements
necessary to extend the useful life of all building systems. The report
will also identify the essential improvements necessary to comply with
existing life safety codes, including compliance with UFAS/ADA law.
Estimated contract award date is October 1996. Selection will be based
on the following criteria which are listed in order of importance: 1.
Specialized experience and technical competence of the firm and major
subcontractors and consultants conducting similar assessments and
studies for the renovation/restoration of museums, historic structures,
national landmark structures; 2. Specialized experience and technical
competence in facilities planning, capital program development, and
budgeting; 3. Capacity of the project team to accomplish work within
the specified time constraints based on submittal of current and
projected work load; 4. Past performance rating from clients for
related work performed within the last five years. Include names and
current phone numbers for at least five clients. The clients will be
contacted during the evaluation process; 5. Preference will be given to
firms within communting distance of Washington DC. Terms of the
contract will include the twelve-month period from date of award with
four option years. The selected firm may be subject to advisory audits.
The selected firm will be required to participate in an orientation and
site visit meeting within seven days of notification of award. Firms
which meet the requirements described are invited to submit a completed
SF-254 and 255 to this office within thirty calendar days from the date
of this announcement. SF-254s are also required to be submitted for all
subcontractors that the prime contractor plans to utilize under this
contract. Only the 11-92 edition of theSF-254 and 255 will be accepted.
Supplemental information regarding specialized experience should be
included in SF-255. Firms are requested to include telefax numbers.
Firms are reminded to complete all blocks on the SF-255 and SF-254.
Responding firms are required to clearly identify tasks to be performed
in-house and those to be subcontracted. Firms must submit the names and
supporting qualifications of all subcontractors. In block 10, state why
your firm is specially qualified based on the selection evaluation
criteria. Only the SF-254 and 255 will be reviewed. Experience
identified in block 8 should not be more than five years old. The
firm's person proposed to be the direct contact with NGA throughout the
contract work must be identified as the ''Project Manager''. Firms
should provide three complete copies of its submission. Firms which do
not comply with requirements will be considered non-responsive. No
other general notification to firms under consideration for this
project will be made. The SIC Code is 8713. No additional project
information will be given to firms. Phone calls are discouraged. Site
visits will not be arranged during the advertised period. Submit SF-254
and 255 to the National Gallery of Art, 6th Street and Constitution
Ave., N.W., Washington, DC 20565, Attn: Terry Vann Ellis, by 3:30 p.m.
on the established due date. Fax copies of the SF-254 and 255 will not
be accepted. This is not a request for proposal. Submitted material
will be disposed of by the NGA sixty days after contract award unless
