The U.S. Army Construction Engineering Research Laboratory requires that the electronics of an existing phased array acoustic sensing device be modified to perform experiments designed for subsurface imaging in typical soils. The sensors shall be able to individually process data as well as be calibrated to utilize a range of frequencies to be used in field experiments. The proposed procurement will be on a sole-source basis IAW FAR 6.302-1, utilizing simplified acquisition procedures. The Contracts Office intends to negotiate a purchase order with Pennsylvania State University because their researchers have an extensive collective knowledge base in the design, development, and practical implementation of acoustics based sensor systems, and have developed a fifty-two transducer element array sensor system.
