Government has an existing contract with Science Application
International Corporation for non-intrusive inspection technology in
the interdiction of illicit drugs hidden in cargo containers utilizing
Pulsed Fast Neutron Analysis (PFNA). The U.S. Government presently has
a requirement to develop and test a Cargo Inspection System (CIS) that
can be relocated at various sites (e.g. high threat areas, ports of
entry to inspect within a reasonable deployment time the contents of
containers, trucks, and cars for concealed target substances including
explosives, hazardous chemical and nuclear materials. The Government
anticipates a three phased approach for this effort to include Phase I
which is physics and engineering analysis, Phase II which is the
detailed engineering design fabrication and testing of a full scale
transportable system and Phase III which includes installation,
integration and test of a relocatable PFNA CIS in a selected testbed.
The Government intends to negotiate solely with SAIC on the above cited
