Specialist, (919) 541-2519. The U.S. Environmental Protection Agency
(EPA) has a requirement to complete work begun in the summer of 1995 as
part of the South Florida Atmospheric Mercury Monitoring Pilot Study
(SOFAMMS). This study is designed to examine the potential local
source-receptor relationships between air emissions sources in the
developed area of the South Florida Coast and mercury in the
Everglades. This effort will be procured on a sole source basis from
the University of Michigan. The circumstance permitting Other than Full
and Open Competiton Justification is FAR 6.302-1, ''Only one
responsible source and No Other Supplies or Services will satisfy
Agency Requirements.'' Ambient wet and dry deposition samples, samples
from individual rain events, source related samples and meteorological
data have already been collected. The University of Michigan has
conducted analysis of wet deposition samples as well as some source and
ambient particulate samples from SOFAMMS. This procurement will provide
for the analysis of the remaining source and ambient total particulate
samples collected during the summer of 1995. Further, utilizing the
data derived from the analyses and meteorological data gathered,
extensive modeling will be conducted in an attempt to quantify the
contribution of the various sources to measured atmospheric mercury and
trace metal concentration/ deposition measurements. A completion type
contract is contemplated with a twelve month period of performance.
