Philadelphia intends to negotiate a requirements contract on a sole source basis with Northrop Grumman Corporation, Aircraft Systems Division, for the PREPARATION OF TECHNICAL MANUALS/CHANGES OR REVISIONS, REPORTS AND OTHER DATA REQUIRED BY THE NAVAL AIR TECHNICAL SERVICES FACILITY (NATSF) IN SUPPORT OF THE F-14A/B/D, A-6E, EA-6B, E-2C (FMS) AND C-2A AIRCRAFT. This contractor is the designer and sole manufacture of the cited weapons systems. Strict compatibility/integrity with the production hardware can only be maintained through acquisition of the technical manuals/changes/revisions from this contractor. Proposed acquisition will result in a firm fixed price, requirements contract with a base ordering period of one year with two one-year options. The contract delivery requirements, quantities and destinations will be defined in each order issued under this contract. The ordering periods for the contract will be as follows: Base Period-12 July 1997--11 July 1998; Option 1-12 July 1998--11 July 1999; Option 2-12 July 1999--11 July 2000. Interested parties may identify their interest and capability to respond to this requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five (45) days after date of publication of this notice will be considered by the Government. Information received as a resulting of this notice of intent will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
