The Training Systems Product Group, Air Combat Programs Division intends to issue letter request for proposal (RFP). F33657-96-D-2050 for the purpose of establishing a Sole-Source Indefinite Delivery/Indefinite Quantity contract with Hughes Training Incorporated. It is contemplated that the contract will have a ceiling price of $400,000,000 and an ordering period of five years. The primary purpose of this contract is to procure Foreign Military Sales (FMS) of Aircrew and Aircraft Maintenance Training Systems where the FMS customer has directed that the training systems be acquired sole source from Hughes Training Incorporated. Prior to any United States Air Force requirement being placed against this contract, a separate synopsis will be issued and a sole source justification and approval processed and approved. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate concerns during the proposal development phase of this acquisition. Potential offerors should use established channels to request information, pose questions, and voice concerns before resorting to the use of the Ombudsman.
