975-6458 A contractor shall provide labor and materials to construct
the N Boiler Capacity Upgrade. The work requires the awardee to serve
as the prime contractor and to ensure that the project stays on
schedule. The project includes, but is not limited to: the supply and
installation of two (2) new water-tube steam boilers with nominal
capacities of 82,000 pounds of steam per hour (PPH); the construction
of an addition to the existing boiler building to house the boilers;
extending the existing services into the addition as designed by an
Architectural/Engineering mechanical design firm; and the phased
refurbishing and modification of the existing 44,000 P.H. boilers to
improve upon the current output of 32,000 P.H.. The addition shall
extend south from the existing building and shall have an area of 372
square meters. The contractor shall be responsible for completing the
work in twelve (12) months from the Notice to Proceed (NTP) in order
for NIST to meet the steam on-line schedule for the new Advanced
Chemical Sciences Laboratory that is under construction. The existing
steam generation system shall remain in operation during construction
and phasing of installations. The contractor shall be responsible for
hiring qualified and experienced subcontractors to provide the
specialized services needed for the project completion. Proposals are
required to show proof of their ability to perform the subject tasks in
the time-frame required. Proposals are also required to provide
evidence of their ability to provide the necessary coordination of the
projects' design, relative to adjacent utilities, and provide NIST
with a quality, complete, all-encompassing review and report on all
systems. A detailed statement of work will be included with the
solicitation. Drawings are available at the cost of $90.00. Certified
checks made out to N or money orders are required for payment.
Evaluation factors include: past performance in building construction
and steam boilers installations in the size range of 60,000 - 100,000
P.H.; past performance on phase refurbishing and modification of
water-tube steam boilers in the size range of 30,000 - 45,000 P.H.,
while remaining boilers and auxiliaries remain on-line; past
performance of project manager and construction supervisor on boilers
and auxiliaries; past performance with special emphasis on the ability
to adhere to the construction schedule; understanding of the complete
project as shown in a proposed critical path method schedule of the
project; and the contractor's qualify control plan, which is required
to include the ASME certificate of authorization for power boilers,
pressure vessels, and power piping for new and repair work. The period
of performance is twelve months after receipt of NTP. The magnitude of
contract is between $1M and $5M. Please request solicitations in
writing. See Note 1 and 26. The award is restricted to small business,
with an average gross revenue of annual receipt for three (3) years of
$17M. The SIC number is 1542. All responsible small businesses may
