Coastal Systems Station (CSS) has a requirement for 15 real-time
oceanographic instrumentation winches and suporting technical data. The
winch shall be capable of deploying and retrieving the Battle Space
Profiler (BSP) in the natural and manmade environments onboard the MCM
and MHC Class Ships. The winch shall also provide the means to pass
real-time data from the BSP to a shipboard interface via
electromechanical cable and slip ring assembly. The BSP is a Seabird
Electronics, Inc. SBE-19 pumped CTD equipped with externally-mounted
sensors, including an altimeter, OBS-3 and transmissometer. The BSP is
housed in a 40-inch stainless steel frame. The BSP can be operated
from internal batteries or externally-supplied power. The BSP weighs
approximately 50 pounds in air and 22 pounds in water. The winch shall
be capable of deploying and recovering the BSP from 0 to 350 feet per
minute at full spool with a maximum line pull of 500 pounds at bare
spool. The winch shall drum capacity to hold 3280 feet of 0.250 nominal
electromechanical cable. The winches shall be a COTS, DC electric,
single horizontal drum winch assembled as a complete unit, excluding
power, on a mounting base. The winch shall be equipped with a diamond
screw, chain and sprocket level wind assembly, slip ring assembly, and
an electromechanical cable with connector. The winch envelope
dimensions shall not exceed 35''h x 50''1 x 50''w and 1000 pounds,
including cable. The winch shall be capable of operating on 440V, 60
Hz, 3 phase, ungrounded power. All materials shall be nonmagnetic
except those items, components, or sub-assemblies that serve an
electrical function or require mechanical strength. The winch technical
data package shall include engineering drawings, operations and
maintenance manuals, parts identification lists, and installation and
checkout procedures. The winches will be required over a three (3) year

accepted. This solicitation is a 100% SBSA, SIC 3531, Note 1 applies.
