Support requires that the provider: 1) own and operate a real-time lightning detection network, 2) that the network consist of lightning flash direction finders and time of arrival lightning flash sensors, 3) furnish a redistribution license for real-time data to be disseminated to 50 FAA air traffic management facilities through September 30, 1996. Global Atmospherics, 2350 Commerce Park Dr. NE, Suite 3, Palm Bay, Florida, 32905, is considered to be the only known operator of a real-time national scale lightning detection network consisting of direction finders and time of arrival sensors for redistribution licensing to multiple sites. In the absence of other qualified sources it is the intent of the government to negotiate a sole source contract with Global Atmospherics for redistribution licensing through September 30, 1996. Interested concerns must submit a written qualification statement to clearly establish their ability to meet the above requirements.
