Information Systems Agency (DISA) has a requirement to purchase, lease,
and lease with the option to purchase, IBM plug compatible System 390
CMOS (Complementary Metal-Oxide Semiconductor) Technology and IBM
System 370/390 mainframe computers to support the 16 Defense
Megacenters (DMCs). DISAs processing requirements and workload
migrations require the flexibility to meet the changing requirements
resulting from the consolidation of numerous Information Processing
Centers (IPCs). The government would like to augment and/or replace
various older system 370/390 mainframes with upgrades and/or
replacements to meet increasing requirements. It is our understanding
that there are at least three manufacturers of CMOS and IBM system
370/390 mainframe technology (IBM, Hitachi, and Amdahl). There may be
other manufacturers that we are unaware of. The implementation of CMOS
technology could include parallel sysplex, coupling and timer devices,
or equivalent technology in order to support the implementation of
CMOS. Mainframe upgrades or replacements will include memory, channels,
and other systems related 370/390 pre-requisite hardware requirements.
Peripherals such as tape drives, disk drives, etc., are not a part of
this requirement. DISAs investment in IBMs MVS and VM operating
systems environment requires that the technology be able to support the
current operating systems executing on the existing IBM 370/390
platforms currently supporting the DMCs. The government intends to hold
a Pre-proposal Conference on May 21 through May 23, 1993 at Scott Air
Force Base, 932D Reserve Center, Illinois. At that time the government
intends to brief their CPU requirements on the morning of May 21,
1996. The government will entertain questions from the vendors upon
completion of the government briefing. Interested vendors will be
afforded the opportunity to brief the government on their CPU solutions
following the question and answer period. This will be done in a
one-on-one closed environment to protect the vendors disclosures. The
amount of time allocated will be dependent upon the number of offerors
who express an interest. At the Pre-proposal Conference we encourage
open interchange of information between DISA and our industry partners.
