(908) 532-4809. USACECOM intends to award a contract, after soliciation
of competitive proposals, for a remote local area network monitoring
(RMON) capability, for the Army's 22nd Signal Battalion in Bosnia. The
contractor is to provide the necesary hardware, solftware, site
license, and training for the RMON capability. The RMON capability
shall be used to anlayze, maintain, troubleshoot, and fine tune
Ethernet LANs. RMON will provide remote LAN monitoring through the use
of RMON probes and a central RMON manager, to monitor the network
traffic, to discover Ethernet LAN problems, identify the problem
origin, and provide some diagnosis of the problem. It will provide
statistics of the network utilization, collisions, and errors. The
required quantity is to be five each RMON probes and one each server
with all the associated hardware and software. The interface
requirement is IEEE 802.3, Ethernet. The media connection is to be
ThinLAN coaxial. RMON shall have the following features as a minimum:
(a) complete visibility of data communication paths, (b) clearly
indicate conversation/traffic contributor, (c) allow a choice of
viewing end-to-end conversations or focus on segment-to-segment, or
intrasegment traffic pattern, (d) let the user modify the node
placement with immediate feedback about its effect on traffic, (e)
offer powerful packet correlation and analysis to help pinpoint problem
cause with accuracy and timeliness. The contractor is to present a
training course in Germany on use of the RMON devices and software. All
items are to be delivered and the training is to be presented within
six weeks after award of the contract. All responsible sources may
submit a proposal which will be considered. It is anticipated that a
solicitation will be issued on the USACECOM Electronic Bulletin Board
(EBB) on or about 29 May 1996. A draft statement of work for the
acquisition will be available on the EBB prior to issue of the
solicitation. USACECOM has established an EBB to provide electronic
transmittal of Requests for Proposals (RFPs) and Invitations for Bids
(IFBs) from government to industry. All solicitations issued from Fort
Monmouth for acquisitions over the simplified acquisition threshold
will be solicited via the EBB. Hard copies of solicitations will no
longer be distributed, with the exception of those for Post, Camp, and
Station acquisitions. All interested parties wishing to do business
with CECOM are invited to access, operate, send, and receive data from
the CECOM EBB system. To become a user of the EBB, you will need an
identification code and password, in addition to a computer terminal
equipped with necessary hardware and software to interface with the EBB
system. Detailed information regarding system requirements is contained
in the USACECOM EBB User's Manual. A User's manual, identification
code, and password will be issued upon request. All requests must
include (1) company name, (2) point(s) of contact name(s) and number(s)
and title(s), (3) return address(es), and (4) telephone number(s).
