Laboratory (ARL) is offering the opportunity for contractors and other
Government agencies that have been working on techniques to
electrically stop commercial vehicles, to demonstrate their concepts
and/or technology. This evaluation is being conducted in cooperation
with the National Institute of Justice (NIJ) for the ultimate benefit
of all Department of Justice (DoJ) and other Law Enforcement Agencies
(LEA) interested in interdicting vehicles involved in unlawful flight.
ARL is interested in three types of techniques, which are direct
injection/induction, non-nuclear electromagnetic pulse (NEMP)/ultra
wideband (UWB), and radio frequency (RF)/microwave sources. ARL is
offering that parties with hardware be demonstrated first while parties
with concepts be demonstrated subsequently. For each of the parties
with hardware, the Government will provide several different types of
vehicles for static testing as well as dynamic testing on a chassis
dynamometer. ARL has the capability and facilities to simulate all
known electrical concepts at this time and intends to conduct
experiments on those presently only at the conceptual stage. ARL has a
variety of high-voltage pulsers with charge voltage up to 150
kilovolts (kV) with a single pulse capability. ARL has the ability to
simulate NEMP sources with the following parameters: up to 150 kV/meter
(m) at 1 m range, 100 to 200 picosecond rise time and 1 to 3 nanosecond
fall time with pulse repetition rates of up to 6 kiloHertz (kHz). ARL
has a large variety of microwave sources with powers of from 10 Watts
(W) to multi-MegaWatt levels over the frequency range from 0.4 to 40
giga Hertz (GHz). The invitees hardware or technique will be measured
as to its ability to electrically stop the various types of vehicles
and provide data that will be compared to relevant safety standards
(such as the ``IEEE Standard for Safety levels with Respect to Human
Exposure to Radio Frequency Electromagnetic Fields, 3 kHz to 300 GHz,''
IEEE C95.1-1991). Interested parties are requested to submit a white
paper describing their hardware, technique, and process (to include
hardware or technique specifications and requirements). All interested
parties will then be required to attend a mandatory briefing that will
describe all of the Government's interests and relevant procedures.
Subsequent to this meeting, interested parties will be afforded the
opportunity to being in their hardware or witness conceptual
simulations in an actual experiment. All data and results will be
treated as proprietary. Results will be summarized in a final
tabulation for use in potential future acquisition actions by DoD, DoJ,
or LEAs. There are no Government funds available to support the
participants costs nor shall this be construed as a commitment by the
Government to proceed with any follow-on program. The white paper
response is required within 15 days from the date of this publication,
any late responses shall not be considered. No telephonic inquires
