Officer. A-E Services for the design of steel bulkheads at Mallory Pier
and areas West and South of the Yocum Sailing Center at the US Merchant
Marine Academy. A/E Selection Criteria will include (in order of
importance): (1) Previous experience in the design and development of
plans, specifications and cost estimates of all trades for the design
of replacement steel and concrete bulkheads. (2) Specialized experience
and use of qualified personnel in the design of replacement bulkheads
using the tie-back anchoring system and latest state-of-the-art epoxy
resin coating. (3) Knowledge and experience in design compliance with
the New York State Department of Environmental Conservation and US Army
Corps of Engineers regulations and Permit requirements and obtaining
such permits. (4) Organization and Management including training,
education and professional background. (5) Directly applicable
disciplines of key personnel including Principles, Staff Members, Joint
Venture and Consultants. (6) Past performance on contracts with
government agencies and private industry in terms of construction,
control, quality of work and compliance with performance schedules. (7)
Location in the general geographic area of the project, provided that
the application of this criterion leaves an appropriate number of firms
given the nature and size of this project. (8) Capacity to accomplish
the design within a three month period. All interested qualified
sources which meet the requirements described in this announcement are
invited to submit (1) a Standard Form 254, Architect-Engineer and
Related Service Questionnaire, (2) a Standard Form 255,
Architect-Engineer and Related Services Questionnaire for Specific
Project for the prime and each consultant, postmarked or delivered
within 30 days from the date of this announcement. Inquiries regarding
status of selection during the next 90 days are discouraged. This is
not a Request for Proposal. This notice is for information purposes for
Minority, Women-Owned and Disadvantaged Business Enterprises: The
Department of Transportation (DOT), Office of Small and Disadvantaged
Business Utilization (OSDBU), has a program to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital assistance for transportation-related
contracts. Loans are available under the DOT Short Term Lending Program
(STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For further
