Provide all labor, materials and equipment necessary to perform routine
drydock repairs to the USCGC Osage (WLR-65505) 65 Foot ``B'' Class
River Buoy Tender and its 100 Feet Barge. The items which may be
performed include but are not limited to the following: 1. Welding
Repairs 2. Renew Grid Cooler Recesses 3. Renew Weathertight Doors 4.
Clean and Test Grid Coolers 6. Remove, Inspect, Reinstall Steering
Rudder Assembly; and Overhaul Hydraulic Cylinder 7. Renew Ship Service
Diesel Generators 8. Upgrade Power and Lighting Systems 9. Remove and
Dispose of Fuel Oil and Replenish Tanks 10. Inspect, Overhaul, and
Test Barge Boat Davits. 11. Inspect, Overhaul, and Test Allied Aton
Crane 12. Overhaul Barge Spud Winch, Capstan, and Associated Components
13. Preserve Barge Buoy Deck 14. Preserve Underwater Body 15. Provide
Temporary Logistics 15. Routine Drydocking 16. Realign Main Engine 17.
Remove, Inspect, and Reinstall Shaft 18. Renew Water-Lubricated Shaft
Bearings 19. Renew Shaft Strut Barrel. Homeport is Serwickley, PA.
Vessel length is 65' 10'' and barge length is 100' 0''. Vessel
availability schedule is 07 Oct 1996. The place of performance for
USCGC Osage's 1996 yard availability is restricted to the Western
Rivers of the United States. The ``Western Rivers'' means the navigable
portions of Mississippi River and its tributaries above mile 0 of the
Lower Mississippi River. Navigable tributaries of the Mississippi River
include only the waterways within the areas of jurisdiction of Coast
Guard Aids to Navigation Facilities as described in Light List Volume
V (COMDTINST M16502.5), and the Tennessee-Tombigbee Waterway to the
mouth of the Mobile River. This includes protected portions of the
Intra Coastal Waterway connected to the ``Western Rivers,'' but
specifically excludes unprotected or open waters such as Mobile Bay,
Lake Borne, or the Gulf of Mexico. There will be a non-refundable
charge required in the form of a certified check or money order made
payable to the U.S. Coast Guard in the amount of $100.00 for requested
U.S. Coast Guard specification reference drawings. The proposed
contract listed here is part of the Small Business Competitiveness
Demonstration Program and is open to both large and small businesses.
Plans and specifications will be issued on or after 10 June 1996. All
responsible sources may submit a bid which shall be considered by the
United States Coast Guard. For Minority, Women-Owned and Disadvantaged
Business Enterprises: The Department of Transportation (DOT) Office of
Small and Disadvantaged Business Utilization has programs to assist
minority, women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates up to
$500,000 per contract to provide accounts receiving financing. The DOT
Bonding Assistance Program enables firms to apply for bid, performance
and payment bonds up to $500,000 per contract. DOT provides an 80
percent guaranty on the bond amount to a surety against losses. For
