procurement is unrestricted. The Standard Industrial Classification
Code is 1542, General contractors, residential building other than
single family. The work includes design and construction of a three
building campus complex; a 250 person, four story, 8,240 square meter
bachelor quarters dormitory; a 1,730 square meter gymnasium; and a two
story, 600 square meter dining hall. All structures are supported on
deep pile foundations. The project, located on unstable soil conditions
adjacent to the Potomac River at the Anacostia Naval Station, also
includes significant site improvements, including the construction of
a storm water pumping station, site utilities, street closings, paved
parking and access roads, sidewalks, site demolition, and landscaping.
The RFP package will consist of a complete site design package,
including the procurement of all District of Columbia permits, so that
site work can start immediately. The RFP package also includes
partially completed building designs that define the layouts,
appearance, and engineering systems performance requirements for the
proposed buildings. Given these requirements, the selected contractor
is also responsible for the production of buildings' construction
documents prior to construction. The estimated cost of construction
exceeds $10,000,000.00. Competitive negotiation procedures apply.
Contractors will be required to submit technical and cost proposals.
The following technical criteria will be required: (1) Relevant
Experience; (2) Management Plan; (3) Past Performance. The projected
date for issuance of plans and specifications is 23 May 1996. The
projected date for receipt of proposals is 8 July 1996. Site visit
information will be contained in the solicitation. Requests for Plans
and Specifications must include a check/money order/cashier check in
the amount of $130.00 made payable to U. S. Treasurer C/O EFA
Chesapeake. This charge is nonrefundable. Plans and Specifications may
be picked up at the location indicated above or may be requested by
mail to the above address and will be issued on ''first come first
