Services for Type A, B, and C Services. The Iowa Air National Guard
located at the Des Moines International Airport, Des Moines, Iowa,
wishes to select an A-E firm to design a revitalization project for
Building 100, Aircraft Hangar Facility. The Revitalize Hangar Building,
Building 100, project will consist of three construction phases and
renovation of over 63,400 SF. Areas under design will be HVAC systems
with DDC, plumbing, electrical and lighting upgrades, roof repair, and
office, hallway and classroom remodeling. Work includes the production
of plans and drawings utilizing a CAD system compatible with ACAD13,
specifications, cost estimates, fact findings studies, material
submittal schedules, surveys, tests, investigations and economic
analyses as required to execute the project. The following are the
significant A/E selection factors and their relative order of
importance to the government: professional qualifications necessary for
satisfactory performance of required services; specialized experience
and technical competence in the type of work required; capacity to
accomplish the work in the required time; past performance on contract
with government agencies and private industry in terms of cost
control, quality of work, and compliance with performance schedules;
location on the general geographical area of the project and knowledge
of the locality of the project, provided that application of the
criterion leaves an appropriate number of qualified firms, given the
nature and size of the project; demonstrated success in prescribing the
use of recovered materials and achieving waste reduction and energy
efficiency in facility design; volume of DOD work previously awarded
the firm. The estimated start date for the A/E contract is 1 September
1996. This is not a request for proposal. Response to this notice must
be received in the Office of the United States Property and Fiscal

Beaver Drive, Johnston 50131-1902 by close of business, 4:30 p.m. local
