Alaska Area Native Health Service at 250 Gambell Street, Anchorage,
Alaska 99501 is currently seeking sources to provide Architect/Engineer
(A/E) professional and incidental services on an as-needed basis for
projects in remote areas of Alaska. The firm will be required to
provide multi-disciplinary services to support sanitation facilities
projects within the following categories: water resources, treatment
storage, distribution and delivery; wastewater collection, conveyance,
treatment and disposal; solid waste disposal facilities; permit
applications, easements/right-of-way preparation; and general civil
activities, soils, surveying, mapping and drafting services. The
services may include, but are not limited to, pre-design, site
investigation and analysis, schematic design, design development and
construction documents including preparation of specifications and
drawings. The A/E contractor must be qualified to provide input and
services in a variety of disciplines including architectural,
structural, civil, geotechnical, mechanical, electrical, and
construction management. An A/E contractor will be selected based on
the criteria outlined in Part 36 of the FAR. Factors for evaluation in
order of priority are: (1) Capacity to accomplish the work in the
required time; (2) Professional experience and technical competence in
the type of work required; (3) Specialized experience and technical
competence in the type of work required; (4) Location in the general
geographic area of the project and knowledge of the locality of the
project; (5) Past performance on contracts with Government agencies and
private industry in terms of cost control, quality of work, and
compliance with performance schedule; and (6) Demonstrated success in
prescribing the use of recovered materials and achieving waste
reduction and energy efficiency in facility design. This requirement is
Set-Aside for American Indian and Alaska Native owned firms under the
authority of the Buy Indian Act. Interested and qualified firms should
submit their Standard Form 254 and Standard Form 255, addressing all
evaluation factors, and postmarked not later than 30 days after the
publication of this notice. All firms responding to this notice may
submit supplemental information as considered necessary to establish
qualifications to perform the work. This is not a Request For Proposal.
