and/or Engineering Services are required for projects relating to the
revitalization of military family housing units and neighborhoods as
part of the Military Family Housing Neighborhood of Excellence
Program.ensive Neighborhood Plans (CNPs) will be developed for all
neighborhoods at the Marine Corps Combat Development Center, Quantico,
Virginia and at the Marine Corps Air Station, Cherry Point, North
Carolina; and an option will be negotiated for a CNP atthe Marine Corps
Base, Camp Lejeune, North Carolina. The objective of a CNP is to
provide a comprehensive analysis of all the Military Family Housing
(MFH) areas of a base which will include both the housing units and the
neighborhoods. It is theGovernment's intention to provide housing units
comparable in design and amenities to contemporary standards and to
those found in the private sector. The housing neighborhoods should be
aesthetically pleasing, have appropriate infrastructure andfamily
support facilities (such as community centers, self-help stores, etc.)
and be consistent with the elements such as signage, color schemes,
etc., that are either identified in a comprehensive base plan (such as
the Base Exterior Architecture Plan(BEAP) or Activity master plan) or
are compatible with prevailing architecture and styles of the
surrounding private sector community (if the MFH area is located off
base). When developing a CNP, consideration shall be given to future
family populationestimates, expected demand for MFH, and family
composition in order to adapt the inventory to future needs as much as
practicable. The CNPs shall identify specific deficiencies and needs
for the MFH projects. Based on the CNPs, the Bases will be ableto
accurately program the projects necessary to bring their whole housing
areas, both individual units and neighborhoods, up to contemporary
standards. The types of services required for development of the CNPs
include, but are not limited to:performance of inspections, selective
site work, surveying, other related studies, cost estimates;
development of planning documents and recommendations based on the
foregoing; preparation of sketches, floor plans, elevations, site
plans, landscapeplans, and renderings; technical plans and
specifications and associated engineering services as may be required.
The work may also include soil borings, hazardous materials
identification, and energy computations. Options will be established
fordesign of phased construction projects to implement the
recommendations developed in the CNPs, and post construction award
(PCAS) services including, but not limited to: shop drawing review and
as-built drawing preparation. The options for designsdeveloped for
construction contracts may include general building renovation work,
i.e., repair/replacement of roofs, windows, doors; building alterations
and additions, and construction of new facilities; and conduct of Life
Cycle Cost Analyses andLife Safety Code Analyses. The Government will
reserve the option to negotiate Quality Assurance (QAP) preparation
(provides construction contract inspection requirements), and the
preparation of Operation and Maintenance Support Information
(OMSI)after each construction contract award. The work includes the
preparation of cost data using the Naval Facilities Engineering
Command's (NAVFACENGCOM) Computer Estimating System (CES), preparation
of DD Forms 1391, preparation of preliminaryengineering documentation;
specifications shall be developed using the SPECSINTACT system format.
The preliminary engineering document forms the basis of cost and scope
programming for submission of projects for Congressional approval.
DigitalGraphics database of any site survey will be required. Surveys,
and all other drawings forming a part of this contract, shall be
submitted in an AutoCAD compatible format, either .DXF or .DWG, on DOS
high density floppy disks. The design option scopesmay require
evaluation and definition of asbestos materials and toxic waste
disposition. Fee negotiations will provide for laboratory testing, and
subsequent preparation of plans and specifications may require
definition of removal and/or definition ofdisposal process. Firms
responding to this announcement must be prepared to accept the
aforementioned as a part of their contract responsibility. The
anticipated contract term is five years with anticipated contract start
in September 1996. Firmsresponding to this announcement must show a
range of experience consistent with this description and consistent
with the evaluation factors provided below. The A&E must demonstrate
his and each key consultant's qualifications with respect to
thepublished evaluation factors for all services. Evaluation factors
(1) through (6) are of equal importance; factors (7), (8) and (9) are
of lesser importance and will be used as ''tie-breakers'' among
technically equal firms. Specific evaluation factorsinclude: (1)
Specialized Experience - Firms will be evaluated in terms of: (a) their
past experience with regard to the design of housing, renovation, and
housing related facilities projects; (b) their past experience in
providing studies for housingand housing related facilities projects
including master planning and Comprehensive Neighborhood Plan (CNP)
development; (c) experience with designing facilities using the metric
system of measurement as required by the NAVFAC Metrication
ConversionPolicy for Design, Planning and Design Criteria, and NAVFAC
Guide Specifications; and (d) the firm's experience in providing
construction phase services (shop drawing review, as-built drawing
preparation, Quality Assurance Plan (QAP) preparation,construction
inspection services, OMSI); (2) Professional qualifications and
technical competence in the type of work required: Firms will be
evaluated in terms of the design staff's: (a) active professional
registration including registration inVirginia and North Carolina in
order to sign and seal permit applications; (b) experience (with
present and other firms) and roles of staff members specifically on
projects addressed in evaluation factor number one; (c) capability to
provide qualifiedbackup staffing for key personnel to ensure continuity
of services and ability to surge to meet unexpected project demands;
and (d) organization and office management as evidenced by management
approach (management plan for this project), and personnelroles in
organization; (3) Ability to perform work to schedules - Firms will be
evaluated in terms of impact of this workload on the design staff's
projected workload during the contract period; (4) Past Performance -
Firms will be evaluated in terms ofone or more of the following (with
emphasis on projects addressed in factor number one): (a) the process
for cost control and the key person responsible; and (b) performance
ratings/letters of recommendations received; (5) Quality Control
Program -Firms will be evaluated on the acceptability of their internal
quality control program used to ensure technical accuracy and
discipline coordination of plans and specifications - list key
personnel responsible; (6) Demonstrated success in prescribingthe use
of recovered materials and achieving waste reduction and energy
efficiency in facility design; (7) Firm location and knowledge of the
locality of the contract (provided that application of this criterion
leaves an appropriate number of qualifiedfirms, given the nature and
size of the contract) - Firms will be evaluated on their location with
respect to the general geographical area of the contract and their
knowledge of local codes, laws, permits and construction materials and
practices of thearea; (8) Volume of Work - Firms will be evaluated in
terms of work previously awarded to the firm by DOD with the objective
of affecting an equitable distribution of DOD A&E contracts among
qualified A&E firms, including small and small disadvantagedbusiness
firms and firms that have not had prior DOD contracts; and (9) Small
Business and Small Disadvantaged Business Subcontracting Plan - Firms
will be evaluated on the extent to which offerors identify and commit
to small business and to smalldisadvantaged business, historically
black college and university, or minority institution in performance of
the contract, whether as joint venture, teaming arrangement, or
subcontractor. Estimated construction cost is more than $10,000,000.
Type ofcontract: Firm Fixed Price. Estimated start date is September
1996.--Architect-Engineer firms which meet the requirements described
in this announcement are invited to submit completed Standard Forms
(SF) 254 (unless already on file) and 255, U. S.Government
Architect-Engineer Qualifications, to the office shown above. In Block
10 of the SF 255, discuss why the firm is especially qualified based
upon synopsized evaluation factors; and provide evidence that your firm
is permitted by law topractice the professions of architecture or
engineering, i.e., State registration number. For selection evaluation
factor (1), provide the following information for only the staff
proposed for this work using these column headings: ''NAME'',
''RELATEDPROJECTS WORKED ON'', ''YEAR'', ''FIRM'', and ''TECHNICAL
ROLE''. Use Block 10 of the SF 255 to provide any additional
information desired and continue Block 10 narrative discussion on plain
bond paper. All information must be included within the SF 255.Provide
a synopsis of the scope of work, point of contact and telephone number
for each project listed in SF 255 Block 8. Firms having a current SF
254 on file with this office and those responding by 4:00 p.m. EST, 11
June 1996 will be considered.Late responses will be handled in
accordance with FAR 52.215-10. Neither hand carried proposals nor
facsimile responses will be accepted. Firms responding to this
advertisement are requested to submit only one copy of qualification
statements. Thequalification statements should clearly indicate the
office location where the work will be performed and the qualifications
of the individuals anticipated to work on the contract and their
