Description: Contractor shall provide labor, equipment, and
supplies/materials to relocate and upgrade existing EMP laboratory This
program involves an existing laboratory which is being relocated and
upgraded to bring the EMP Lab up to current weapon system
specifications by providing the following: shielded chambers which have
100 db of attenuation against electric fields and 60 db of attenuation
against magnetic fields; larger test chambers and test chamber
entrances to accommodate large weapon system test articles; a single
point ground system; expanded lab space to accommodate present and
future TSE requirements; required high-speed instrumentation lines; and
an Uninterruptible Power Supply (UPS) system to protect and provide
constant uninterrupted power to EMP Data Acquisition System (DAS) and
test article support equipment. The existing EMP Lab does not provide
all of the described capabilities required to perform ICBM weapon
system specification S-133-128B tests on ICBM piece parts and
subsystems. These tests are required to evaluate system survivability
and to expose strategic vulnerability of critical ICBM subsystems,
components, and piece parts. The TSE replacement will provide needed
upgrades to lab equipment by enhancing wave-shape, time, and energy
capabilities. Changes in weapon system testing specifications (as
finalized in 1993) required increased capabilities that these upgraded
TSE items will provide. These upgrades will ensure that minimum system
survivability and hardness testing requirements are properly met. This
contract is subject to the Davis Bacon Wages for Weber County. A site
visit will be conducted prior to receipt of proposals. Contractors

date. An Ombudsman has been appointed to hear concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor, concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
