Sources sought to design and construct, repair and revitalize and improve 104 existing housing units at Silver Strand Housing Area as well as it associated site plus repair, revitalization and improvement of 10 officer housing units complete and ready for use.--The contract is to be awarded to the responsible offeror who submits the proposal considered most advantageous to the Government considering ''Price'' and ''Technical'' evaluation factors. The following evaluation criteria has been established: Factor 1 (Price) and Factor 2 (Technical) which are weighted approximately equal. Within the ''Technical'' factor, the following subfactors are listed in order of importance: Subfactor ''1'' Architectural Design, Subfactor ''2'' Quality and Durablity and Energy Efficiency, Subfactor ''3'' Past Performance, Subfactor ''4'' Subcontracting Effort, ''5'' Recycling. A preproposal conference is set for 24 May 1996 at 1:00 p.m. local time at Southwest Division Naval Facilities Engineering Command, 1220 Pacific Hwy., San Diego, CA. Participants must reserve seating a minimum of two (2) days in advance of the conference date by contacting Lucy Miranda at (619) 532-3696.--This is not a public bid opening.--The estimated cost is between $5,000,000 to $10,000,000.--Firm Fixed Price Construction Contract.Bids will be considered from all responsible sources.--This project is unrestricted.--The Standard Industrial Code is 1521 and the annual size standard is $17 million.--NOTE: Plans and specs will not be mailed to firms within a 20 mile radius of the issuing office.--Solicitation packages may be acquired in person from Plan Issue or by mail.--Telephone requests will not be accepted.--Requests for the solicitation package must be in writing stating RFP number N68711-96-R-2158, with complete name, address, area code and phone number and whether bidding as a prime/subcontractor/supplier.
